OVERVIEW OF THE POSITION

Our Client's mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.

With over 7,000 personnel spread across 80 countries, our client offers its partners the logistical, technical and management knowledge they need, wherever they need it.

Currently, Somalia operations are largely focused on assisting partners with the implementation of physical infrastructure projects including the construction and rehabilitation of public administration infrastructure. Our client plays a crucial role in supporting the Somali Government and the UN Assistance Mission in Somalia.

The Federal Government of Somalia (FGS) has requested the African Development Bank (AfDB) to provide funds to Somalia for capacity development of the Ministry of Public Works, Housing and Reconstruction (MPWHR) and sub-Federal State level administrative bodies (hereafter referred to as States’ Administrations or States), thereby enabling them to fulfil their mandates.

The Project has been developed and ready for implementation starting in January 2017 for 3 years duration with a project budget of approximately US$7 million. The Project is called the Somalia : Strengthening Institutions for Public Works Project (SSIPWP)

AfDB has now contracted our client to implement the Project that will primarily focus on capacity development of MPWHR and relevant Public Works State Ministries.

Our client is now seeking to recruit a Project Manager for the Project.

GENERAL FUNCTIONS

Role objective:

The Project Manager will be responsible for the overall project implementation, provide support/advice for the institutional strengthening and capacity development of MPWRH. The Project Manager is to continually review progress and the MPWRH organization structure to ensure the most efficient and cost effective model for MPWRH and incorporate lessons learnt for the future. The Project Manager is to provide capacity building support to the MPWRH in the functions required by the Ministry for technical, administration and management skills development.

Expected output:

• The Project Manager is to make all necessary arrangements to design, prepare and implement activities, including resource and budget allocation, planning and procurement for goods and services required for the institutional strengthening and capacity building of MPWRH and youth employment in construction including interns, apprentices and entrepreneurs etc.;

• Assist MPWRH in the recruitment of their civil servants and engagement for youth employment by continually reviewing adequate staffing requirements and organization structure for MPWRH and make recommendations as required;

• Assist the HR Advisor and MPWRH Project Coordinator to develop and implement an annual/quarterly training plan for MPWRH and provide detailed budget items and estimates against the Project funds available.

• Analyze and recommend resolutions to issues that have potential to jeopardize performance and/or ability to meet agreed upon deliverables;

• Establish and manage a team of specialists, technical and administrative project staff; providing TORs as required;

• Supervise the work of the team and report on progress according to quality standards.

• Proactively identify changes in work scope and ensure appropriate planning measures are taken to amend scope of work responsibilities and budgets;

• Undertake official travel as necessary throughout Somalia, (State Capitals and Commercial Business Centers in Somalia, including Somaliland). Regular contact to be maintained with our client in Nairobi and travel to Kenya periodically to report on any project matters;

• Work with MPWRH Project Coordinator and PMU on the project implementation and project training activities;

• Organize regular review meetings with stakeholders as per schedule.

• Coordinate with UNHABITAT and MPWRH on the selection of the participants to be trained and make the logistical arrangements for the participants to attend the training events;

• Oversee and Manage project payments, such as salary support for the MPWRH civil servants, training events, stipend payments, project operating costs, including procurement of goods and services such as office equipment, etc.;

• Ensure that all expenditure comply with our client's Financial Rules and Regulations (FRR) and manage budgets, cash flow and obligations to ensure that deliverables are met and payments are received on time;

• Understand and manage overhead costs, allocable charges, and related corporate charges as they apply to the project;

• Manage and remain accountable for expenditures against the budget (based on accurate financial reports);

• Solicit expertise from different (external) organizations as necessary to bring quality knowledge, experience and best practices to the project activities;

• Incorporate construction projects that are being carried out by MPWRH into this Project as a practical case study for learning and adapt the Project to provide suitable training inputs for MPWRH staff to be able to best perform their responsibilities for the current and future MPWHR construction projects;

• Submit Monthly Progress Reports detailing financial and physical progress, any issues with recommendations to resolve, photographs, registers for procurement, risks register, lessons learnt register, updated work plan to indicate the planned activities and actual activities achieved each month detailing in the Progress Reports achievements, challenges and next steps in the month;

• Establish solid working relationship with the project board (Executive, Senior Users and Senior Suppliers), donor and key stakeholders. Manage the information flows between the Project Board and the project;

• Embed sustainability dimensions into the project including social and gender inclusion, construction safety, environmental and economic aspects into the training modules;

• Ensure safety and security for all Project personnel and comply with UNDSS standards.

Project reporting:

1 Monthly Progress Reports, Quarterly Reports and End of Year Report

2 Completion Report at end of assignment

3 Project Work Plan for full duration of the Project and Annual Work Plans

4 Training Modules, Plans and Budgets

5 Reports/manuals/documents prepared by the Project to be used by the Ministry.

6 Status Reports on MPWRH project performance giving observations and findings with recommendations for improvement and corrective actions.

Team management:

The consultant will manage and train a number of Civil Servants in Somalia

ESSENTIAL EXPERIENCE

Education:

§ Master's degree in Engineering, Public Administration, Organization Development, Project Management, or other equivalent relevant qualification.

Work experience:

§ Minimum of 12 years of demonstrable relevant Project Management experience.

Geographical experience:

§ Minimum of 12 years of experience in Africa with local experience in Somalia/Kenya is an advantage.

Languages:

§ Fluency in English and Somali are essential.

Key competencies:

Ability to work to meet tight schedules under stressful environment and varied cultural context.

Flexibility and ability to quickly grasp complex structures.

Good team player attitude.

Ability to perform with professionalism, integrity and commitment to project demands.

Ability to work accurately, control quality and multitask.

Ensure that the project(s) produces the required products within the specified tolerance of time, cost, quality, scope, risk and benefits. The Project Manager is required to produce a result capable of achieving the benefits to the satisfaction of the Client, and contribute to the overall business targets and needs.

Positive MPWRH senior management and Stakeholder feedback.

Effective implementation of the Project Work Plan.
