CONTRACT DURATION: 12 months (renewable)
The Field Coordinator will provide overall coordination, logistical, financial and administrative services to support technical operations in each area. He / She will manage national staff and be responsible for representing CEFA in the country. The Field Coordinator will also be responsible for maintaining and developing relationships with donors, government agencies and NGOs. He / She will need experience of working with international or development organizations, including expertise in logistics, administration and finance, capacity building of national staff; expertise in programme and project design, development, management, monitoring and evaluation. Experience in managing staff teams and managing finances will also be essential. The Field Coordinator should have the ability to work within complicated national and internal political frameworks and experience of building and developing management systems to improve programme accountability. The Field Coordinator will also provide timely, unbiased and culturally sensitive advice to CEFA’s Programme Management and make CEFA’s approach to working with Non-State Actor platforms and other Somali partners as appropriate and constructive as possible.
ROLES AND RESPONSIBILITIES
Lead engagement, representation and coordination with Somalia Government institutions, influential local authorities, community leaders, other stakeholders, donors and NGOs at Jowhar and Mogadishu level
Spearhead engagement and information sharing with other agencies to promote better coordination, joint-action and partnership;
Ensure that CEFA is represented in coordination forums and review meetings
Liaison with donors, UN/NGO partners, bilateral, and multilaterals in the region to maintain and further develop the strong institutional partnerships with CEFA
Support and advise the field teams on implementing their strategies and activities; developing and implementing internal policies, procedures, programme strategies, work-plans
Support to field teams through consultation, policy dialogue and advocacy processes
To operationalize CEFA’s programme monitoring frameworks
To provide regular internal reports to CEFA management on progress with programme activities and planned results
In collaboration with the Programme Management to strengthen CEFA’s interaction with the various coordination platforms and contacts and coordination with other Somali and international actors (governmental and NGO) engaged in Somalia
REQUIRED QUALIFICATION/EXPERIENCE
Educational level required: Bachelor’s degree in Social Sciences, agriculture/agri-business, Peace/Conflict Studies, Development, International Relations or Development Studies (or Equivalent Professional Experience). Master’s Degree in any of the above fields will be an added advantage
Experience: up to 5 years of experience in Relief and Development work with at least with 2 years in senior operations/program management with demonstrated ability to build and manage a multi-disciplinary team with a positive evaluation of performance. Experience in developing, monitoring and managing projects funded by development partners.
Proficiency in Microsoft Office Suite (MS Word, Excel, Power Point, etc.)
Good understanding of Somali political and cultural dynamics, and ability to work in a non-partisan manner, sensitive to ethnic differences
Experience of working in complex and politically-sensitive contexts, and excellent political judgment especially within Somalia
Ability to deal with multiple stakeholders, including government agencies, development partners and non-governmental actors
Fluency in spoken and written English and Somali, and excellent communication skills
Strong interpersonal and relationship-building skills.
Proven organizational skills and time management.
Cross – cultural sensitivity, flexibility and emotional maturity
Self-motivated, with a proven ability to learn quickly, multi-task and work independently as well as part of a team
Ability to work both as part of a team and alone, supervised or unsupervised
Willingness and ability to travel extensively throughout Somalia/Somaliland (security permitting).
