Solomon Islands: Consultancy - Intermediate Evaluation in Solomon Islands

FRENCH RED CROSS and its partner organization, Solomon Islands Red Cross Society (SIRCS), are implementing the project “Supporting Community Planning: Reducing vulnerabilities of communities exposed to natural disasters by implementing DRR and WASH mitigation measures (SCP-3)” in Solomon Islands.
The project has a duration of 36 months and is aiming to strengthen vulnerable communities’ capacities to cope with natural disasters by implementing DRR and WASH mitigation measures such as the implementation of the Village Risk Reduction Action Plans (VRRAP) and community-based water, sanitation and hygiene activities in 9 villages, as well as WASH in School activities in 4 schools.
The project locations are shared between Guadalcanal Island (6 communities + 4 schools) and Central provinces (3 communities in Savo Island).
FRENCH RED CROSS is looking for qualified international or local consultants to conduct the Intermediate Evaluation for this project. This intermediate evaluation’s purpose is to contribute to the analysis of the project experiences to date and to provide evidence-based findings and lessons learnt to further inform project activities in the proposed third phase of the project, through answering the following questions:
 Project Achievements linked with Project Plan: Review of the project’s achievements based on reports and stakeholder feedback in relation to its results and activities as laid down in the project plan.
 SWOT Analysis: Identification of the projects strengths, weaknesses, opportunities and threats.
 Project Adaptation and Relevancy to Current DRR & WASH Needs: Review of the evolution of the SCP3 project and current relevancy.
 Project Implementation, Coordination and Management: Evaluation of the implementation, coordination and management of the project.
 Relevancy of the DRR & WASH Combined Approach: Evaluation of the relevancy to combine DRR and WASH activities within a same project.
 Empowerment of the Solomon Islands Red Cross Society (SIRCS): Evaluation of the relevancy and effectiveness of the empowerment of the SIRCS.
The intermediate evaluation is expected to start the 11/04/2017 and last two weeks maximum.

Overview of schedule:
Letter of interest should be submitted by 10/02/2017. Selected interested parties will be provided with detailed ToR by 15/02/2017. The deadline for submitting the detailed proposal will be 28/02/2017.
The consultant will be responsible for overseeing the evaluation mission. He/She has an expertise in Water, Sanitation and Hygiene, as well as in Disaster Risk Reduction and prior experience in Pacific Region. He/She also has previous experience in evaluations and has strong analytical and synthesis skills.
