Organizational Capacity Building Advisor (OCBA) for the four NGO partners of Save the Children

Based in Hargeisa and Berbera Somaliland

Background

SCSOM in partnership with four Partner organizations (local NGOs), is supporting, Child Rights Governance (CRG) and Child Protection (CP) projects in Somaliland since 2012. In 2016, SCSOM in collaboration with Save the Children Denmark started implementing a three year Danida framework project in Somaliland. One of the key activities of this project is to enhance the capacities of SCSOM CSOs (local NGO) partners on understanding and implementing children’s rights work based on international and regional standards such as the UNCRC and the African Charter on the Rights and Welfare of the Child (ACRWC) for the realization of children’s rights in Somaliland.

In 2016 an organisational capacity assessment (OCA) was carried among the seven local NGO partners. The purpose of the OCA was to obtain a comprehensive picture of the NGO partner organizations capacity and development profile by making systematic reviews and assessments on the organizations’ internal functions (organizational base). Based on the findings and recommendations of the assessment, a capacity building intervention plan was developed. SCSOM is seeking the services of an experienced capacity building/development advisor/ consultant who will be placed in the local NGO partner organisations to enhance their capacities in the key capacity gaps identified and prioritised by partner organisations.

The Development Advisor/Consultant will assist the four local NGOs through the support of Save the Children in implementing the capacity activities prioritised by the local NGO partner organisations such as programming, governance and leadership, M&E and Fundraising Strategy. The development Advisor (DA) will work with four local NGOs according to agreed schedule with the key leaders and management staffs of the Save the Children and the organizations. S/he is expected to work for six days per week with Friday as off day or weekend.

The DA preferably will come from East Africa and the Horn of Africa Regions and s/he is expected to take up the placement in June 2017.

NEED FOR DEVELOPMENT ADVISOR PLACEMENT

The purpose of this Organizational Capacity development Advisor placement is to strengthen the knowledge and skills of key leaders and management staff of the four local NGOs, on programming, leadership and governance, sustainability, and advocacy.

Specifically, the objectives and activities of this placement are:

Objective 1: To review the capacity building plan from the rapid organizational capacity assessment conducted in 2016, come up with the way forward, and implements the relevant actions as agreed.

The activities under this objective are:

  1. Meetings and discussions with the key and relevant leaders and management staff.
  2. Identify and develop appropriate organizational capacity building intervention strategy and model.
  3. Designing of a comprehensive training plan and modules.
  4. Organize and/or facilitate capacity building trainings based on the prioritized capacity building activities.
  5. Mentor and support the partners in implementing agreed deliverables.

Objective 2: To provide technical assistance and support to the key and relevant leaders and management staff of the four local NGO partners on programming, leadership and governance, Fundraising, advocacy and MEAL.

The activities under this objective are:

  1. Support in the review, update and/or development of strategic plans, fundraising strategies, monitoring and evaluation policies, systems and tools, finance and human resource policies, child safeguarding policies, advocacy strategies focusing on child protection and child rights governance, and action plans that will serve as guide the key leaders and management staff of the four NGOs to implement the identified interventions.
  2. Support in the development of at least one project proposal that can be jointly implemented by the Save the Children together with the four local NGO partners.
  3. Provide continuous mentoring and on-the-job coaching on the areas mentioned in number 1.
  4. Deliver activities as per DiP see attached annex A
  5. Guide other actors involving the capacity building plan.

Scope of work

The DA will work alongside the key staff of the Save the Children particularly under the Child Protection and Child Rights Governance Programme. On a day-to-day basis, s/he will be responsible to the Executive Directors and to work closely with other management staff of the four local NGOs and as appropriate. The DA will ensure that important decisions and actions regarding activities should be discussed clearly and jointly with relevant leaders and staff. Overall responsibility for the DA lies with the Save the Children Somaliland Head of Child Rights Governance and Child Protection Programme and support will be provided also by other relevant Save the Children staff working directly with the Child Rights and Child Protection Programme staff and Technical Advisors.

Locations – This placement will be based in Hargeisa and frequent travel to Berbera**

Duration of placement: Six months with possibility of extension

Consultant Specification

Education/Training

  • Masters degree in development studies, management, sociology, social work, community development and other relevant fields of study

Relevant Experience

  • Minimum of 10 years’ work experience in Program development and Management, organizational development, capacity building, M&E and advocacy focusing on child protection and child rights governance.
  • Minimum of five years’ experience of working with local and international NGOs or civil society organizations.
  • Extensive hands-on experience in organisational capacity assessment and development, capacity building strategic plan development, proposal development and fundraising,
  • Mentoring and coaching.
  • Experience of working in a resource poor environment.

Knowledge/ skills

  • Demonstrable knowledge and skills in:
  • Assessing individual and organizational needs
  • Designing training plans and modules based on individual and organizational needs
  • Organizing and facilitating the conduct of capacity building activities
  • Mentoring and coaching colleagues at work
  • Reviewing, updating and developing strategic plans, fundraising strategies, monitoring and evaluation policies, systems and tools, advocacy strategies, and action plans
  • Developing concept notes and project proposals
  • Networking and partnership building
  • Ability to transfer skills and knowledge through formal or informal training and skills sharing.
  • Developed analytical skills.
  • Excellent interpersonal and communication skills, including the ability to communicate and work with a wide range of stakeholders in a participatory, respectful, collaborative manner, and to enhance effective work relationships.
  • Commitment to team-building and consensus-led approach to work.
