Overview of position
After the completion of the 2016 electoral process and the establishment for new Federal Parliament and President in January and February 2017, the National Independent Electoral Commission (NIEC) presented in March 2017 a five-year Strategic Plan for the new electoral cycle with the goal of general ‘one person, one vote’ elections in 2020/2021.
From 22 March to 4 April, our client deployed an electoral Needs Assessment Mission (NAM) on Somalia. The Mission met international, national and state-level stakeholders in Mogadishu, Garowe and Nairobi. The NAM assessed progress and challenges pertaining to future electoral preparations, including political, legal, institutional, technical, human rights and security environments, the legal and institutional framework, voter registration options, and the capacity and needs of election stakeholders. The finding and recommendations of the NAM will inform the forward-looking formulation of a renewed electoral programme.
The Integrated Electoral Support Group (IESG) that implements the “Joint Programme for Support to the electoral processes in Somalia” currently works together with the NIEC to enhance its institutional capacity, to reach out to (domestic) stakeholders, and to prepare for political party registration. The IESG also works together with the Ministry of Interior, Federal Affairs and Reconciliation (MOIFAR) to initiate the development of the Electoral Law for general elections.
The restricted security situation in Mogadishu requires IESG to have, on a day-to-day level, a supporting focal person liaising with the NIEC and MOIFAR supplementing the advisory tasks of its Advisors in providing operational and technical assistance according to IESG’s scope of work.
Role objectives
Under the overall guidance of the Chief Electoral Operations Advisor (IESG) and directly reporting to our client's Electoral Project Management Specialist, the Senior Electoral Institutional Development Advisor will carry out the tasks outlined below in the scope of work.
The Senior Electoral Institutional Development Advisor will ensure that all support and advice provided is in line with our client's policies on electoral assistance and with her Security Council resolution 2275 (2016) complementary to the work of the IESG Advisors as an additional focal person to counterparts.
Supplementing IESG’s technical advice and operational assistance, as a focal person to counterparts and in support of IESG Advisors , the Senior Institutional Development Advisor is expected to liaise on a day-to-day level with:
1) The NIEC (Commissioners, Senior Secretariat Staff, and national advisors):
As a focal person and in support of IESG Advisors, assist the NIEC in the development of its institutional capacity, through:
a. Enhancing the formalization and implementation of the NIEC governance and decision-making procedures, including ensuring that Commission’s decisions are recorded and when public announced on its website
b. Providing on behalf of IESG’s Technical Advisors hands-on supplementary technical advisory support enabling the NIEC to implement its Strategic Plan in line with the Joint Programme’s strategic outputs.
c. Assisting with streamlining internal management and operational processes, as well as advising on HR policies and TOR development.
d. Strengthening the internal procurement and finance mechanisms in line with the LOA with our client's as well as Somalia’s public finance and procurement law.
e. Act as a supplementary focal person for IESG and NIEC on budget, procurement, finance and payment issues
f. Join, on behalf and in support of IESG, NIEC’s public sessions, workshops, consultations and roundtables with domestic stakeholders.
2) MOIFA (Permanent Secretary, DG Electoral Division, respective civil servant staff members, and IESG national advisors embedded at MOIFAR)
a. As a focal person and in support of IESG Advisors, assist the Electoral Law Working Group of MOIFAR to streamline IESG’s operational support, including strengthening the team’s internal procurement and finance mechanisms in line with the LOA with UNDP as well as Somalia’s public finance and procurement law.
b. Join, on behalf and in support of IESG, MOIFAR’s public sessions, workshops, consultations and roundtables with domestic stakeholders on the drafting process of the Electoral Law
c. Act as a supplementary focal person for IESG and MOIFA on budget, procurement, finance and payment issues.
3) IESG Technical Advisors
a. Feedback to IESG respective Technical Advisors on daily updates from NIEC and MOIFAR and provide input to IESG’s technical advice
b. Follow-up with IESG’s Support Ops team on budget, procurement and finance/payment issues of NIEC/MOIFAR in line with the respective LOA with our client or according to other respective procedures.
The Senior Electoral Institutional Development Advisor is expected to spend 40% of his/her work time with IESG and 60% directly with the counterparts (NIEC/MOIFAR).
The Senior Electoral Institutional Development Advisor will provide a monthly report that highlights key results as well as provide an overview of sessions and outcomes with NIEC and MOIFAR.
Expected output
a) Monitoring and follow-up by IESG based on interactions with consultant and counterparts.
b) Monthly reporting by the Consultant indicating his/her activities on project as per the TORs and operational work plan.
c) Written feedback and input / advice prepared by the consultant
d) Daily attendance sheet produced by consultant; Monitoring spreadsheet of number of requested non-Agency armored movements in Mogadishu
e) Final report
The consultant will produce a monthly report on activities and schedules with counterparts as per TOR At the end of his/her mission the consultant will produce an end of mission report detailing the support and advice provided.
Achievement of Deliverables will be approved by the IESG Project Manager in consultation with the Senior Electoral Operations Advisor before payments are made.

The consultant might be expected to alternate between accommodation inside MIA as well as outside to strengthen liaison with both our client as well as NIEC/MOIFAR.
IESG will provide, when needed and approved, air transport to the regions in Somalia and to Nairobi, preferably through our client's operated flights.
