Background:

In 2012, after a long and troubled transition, a new political dispensation was found in Somalia, with the adoption of the Provisional Constitution, the selection of a new parliament, the election of president and formation of a new government. The challenges faced by the Federal and State Governments are enormous. The challenges can be summarized as follows:

  • The long civil war and looting have destroyed physical infrastructure, equipment and the institutional memory of most government agencies and ministries.
  • There is a lack of clarity on the mandate and functions across Federal and State Government institutions and between the federal and subnational levels of government.
  • Core work-processes in government have suffered in quality and consistency, and service delivery is in many areas virtually absent.
  • Staff capacity is low across the whole spectrum of government institutions with limited mechanisms to identify and redress these capacity gaps.

The Federal and State Governments face significant capacity challenges - at the individual, organizational and institutional level - in implementing their mandate and require institutional support to roll out the New Deal process and implement the different reforms.

On State Level, the Puntland Government is fairly well established. However, the process to establish new State Level governments in ‘south-central Somalia’ has started during 2014. This highly sensitive process is about merging different regions into a state level government administration. It requires an inclusive (political) debate and technical guidance.

The Support to Emerging Federal States (StEFS) Project is one of the Projects developed in response to the New Deal. Aligned to the priorities and principles spelled out in the Somali Compact, the StEFS Project aims to support the Federal Government of Somalia (FGS) and Emerging Federal States in achieving the Peace-building and State-building Goal (PSG) 1, Inclusive Politics Strategic Objective, to “achieve a stable and peaceful federal Somalia through inclusive political processes.”

StEFS builds on the positive gains, experience, expertise and added value of UNSOM and UNDP in advancing these processes while further delivering key capacity support needed for these new governance structures to function effectively within a nascent federal system.

The Project prescribes a coherent approach to address the needs of Emerging Federal States in addition to those federal level institutions that enable and facilitate the formation and development of these new state structures and federalism process.

The Ministry of Humanitarian Affairs and Disaster Management (MHA&DM) is the principal institution at the federal level with the mandate to manage and coordinate all humanitarian affairs as well as all aspects of disaster mitigation, preparedness and response working closely with the regional states and local governments. The Ministry is also the principal institution responsible for attaining durable solutions for IDPs and returnees.
In addition, the Ministry will lead both the environment portfolio and social protection for the most vulnerable groups in society. The Ministry plans are based on the National Development Plan and as such has the following key goals in the four key areas of disaster management, IDPs/refugees, social protection and the environment.

Vision

To transform Somalia into a fair, safer and resilient society where the impact of hazards would not hamper development and a better quality of life is achieved through effective emergency response, disaster risk reduction and resilient recovery.

Mission

To protect Somali lives, property, economy and environment through developing capacities of government and communities to better predict, mitigate, prepare for and manage disasters and crises.

Due to the multi-sectoral nature of the humanitarian affairs, disaster risk reduction, emergency response and recovery, the key functions of the Ministry of Humanitarian Affairs and Disaster Management (MoHA&DM) would involve; policy and planning, capacity development, disaster information management, intersectoral coordination to integrate disaster risk reduction into development plans/programs, and organization of emergency response, recovery and reintegration.

In regard, under its primary functions (MoHA&DM) seeks to hire young graduate interns in order to handle effectively the daily routines and operations. (MoHA&DM) welcomes young graduate interns to apply the following job positions.

DATA COLLECTOR:

1. Job Title: Data Collector 2. Department: Information Management

9. Duties and Responsibilities:

  • To collect all needed data upon constructed or available tools.
  • Make data available for analyzing procedure.
  • To work with feedback from the analyzing and reporting process.
  • Count and reconcile data in terms of quality and quantity.
  • To be familliar with all sophsticated data collection tools and methods
  • Any of the duties as required by higher authorities in accordance with laws, regulations and objectives of the ministry.

HR Record Assistant:

7. Job Purpose: To assist in collecting and recording HR records and data and administering data files to ensure effectiveness of HR Information in support of the HR systems for the ministry/agency.

8. Objectives of the Job: Assist the HR leadership staff and act as the liaison between HR managers and employees, ensuring efficient communication and prompt resolution of all queries. Support daily HR activities and assist in coordinating HR policies, processes and relevant documents.

9. Duties and Responsibilities:

  • Perform approved and relevant procedures on HR records and information administration to ensure best practice.

ICT Officer :

7. Job Purpose: IT Officer is responsible for the maintenance of all the IT systems and the equipment of ICT Unit, so that these remains functional and in good working condition.

8. Objectives of the Job:

  • Manage the overall technology infrastructure, maintaining it secure and stable.
  • Assist the staff on all ICT related assignments when needed, as well as train the staff to operate certain Apps and software.
  • Responsible for the system administration (general computer support, upgrades, end user support). Contribute to various IT projects and tasks.

9. Duties and Responsibilities:

  • Ensure that internet related application such as E- Mail clients, E mail servers, FTP server and Web Browsers are working properly and required measures are taken in terms of internet security and Web Blocking to ensure uninterrupted internet access.
  • Work with IT providers and third party vendors to provide solutions to problems utilizing required technologies.
  • Manage the operation and maintenance of the Local Area Network (LAN) and Wide Area Network (WAN) systems.
  • Ensure data backup of the computers according to agreed schedule to ensure security of all of the office/institution computer-stored data.
  • Troubleshoot all software and hardware IT problems of the staff on a daily basis, resolving any individual computer problems.

7. Job Purpose: The Records Management Officer is responsible for the effective management of the information that is received and generated by the organisation.**8. Objectives of the Job**: Strategic coordination of information resources across the organization/institution/department. Organizes and manages physical and electronic records on the institution/department’s activities

9. Duties and Responsibilities:

  • Responsible for the effective and appropriate management of the office/department’s records;
  • Develop and maintain records management policies and procedures;
  • Train staff members on how to record their official activities, contracts, or other related work, that is to be sent towards the Records Management Office;
  • Ensure timely and proper disposition of the records; and, Develop a database ensuring that all records that are recorded electronically are listed in a coherent way and under set sections.

  • Construct an efficient centralized records management system that can be accessed by the whole department, depending on their security clearance.

7. Job Purpose: Manage, coordinate, and cooperate with help of Recruitment Coordinators with all line Miniseries to conduct all recruitment.

8. Objectives of the Job: Develop as many sources where you can attract potential recruits and develop a recruiting system, to be used in finding new recruits.

9. Duties and Responsibilities:

  • Develop individual annual work plan with in conjunction all his subordinates and track all activities based on Gov. Law, rule and regulation and specially aligned with the institution/ministry/agency work plan.
  • Conduct staff meeting with all his subordinate to manage and keep the track of daily activities.
  • Develop reports or PPT to present the whole recruitment progress;
  • Manage, motivate, and persuade the subordinates in order to speed up work progress toward recruitment objective.
  • Works along a recruitment manager or supervisor to develop and maintain HR/Recruitment Policies and Procedures for the program in compliance with civil service laws;

Secretariat Officer :

5. Reporting To: Relevance Supervisor 6. Supervisory Responsibility:Relevance Supervisor

7. Job Purpose: This role will focus on coordinating and overseeing the functions of organizing several high-level key stakeholder forums

8. Objectives of the Job: Supports the Ministry by helping the government achieve its strategic objectives.

9. Duties and Responsibilities:

  • Prepare and implement work programs, and ensure timely reporting to the leadership staff.
  • Establish and maintain effective working relationships with representatives of key stakeholder groups, institutions and other governmental departments to support the delivery of this Ministry’s projects.
  • Organize sessions between your department/institution and external actors.
  • Provide Secretariat support including all administrative processes associated with organization meetings, taking minutes and distribution of meeting papers.
  • Prepare timely and accurate reports.
  • Coordinate the office/department’s members on certain activities where you are in charge of logistics and liaising. Perform other related duties as required.

10. Deliverable:

  • Research information;
  • Quarterly and annual reports;
  • Provide logistical assistance to your office;
  • Organize meetings and co-organize/assist with conferences;
  • Communicate with clients on behalf of your office;
  • Establishes and maintains office files, logs, indexes, control records, or other information concerning the work under the supervisor's control and updates office records; Assists in the preparation of budgets and financial reports;

11. Education:

  • Bachelor’s degree or higher in Communication, Political Science, Administration, Public Administration, or other related field; and,
  • Any other related qualification or certification.

12. Experience:

(MoHA&DM) may accept interns providing the following conditions are met:
a. Enrolment:

  • Enrolled in a bachelors/master’s programme in a graduate school (second university degree or higher) at the time of application and during the internship (if a candidate is graduating before the internship period begins, they are no longer eligible); or
  • Pursuing their university/college studies, having completed at least four years of full-time studies at a university or equivalent institution towards the completion of a degree, if pursuing their studies in countries where higher education is not divided into undergraduate and graduate stages;
  • Recently graduated from a university in the related field.

b. Skills

  • Proficiency in English and Somali is required. Fluency in Arabic is an asset;
  • Computer literate in standard software applications;
  • Demonstrated keen interest in the work of the Government; and
  • Demonstrated the ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.

13. Skill Requirements:

  • Maintain a high level of confidentiality;
  • Political and diplomatic tact;
  • Ability to communicate effectively;
  • Oral, verbal and written communications skills
  • Knowledge and proficiency in the use of technology (i.e. computers, word processing, database spread sheet programs and power point); and,
  • Knowledge of organization, workflow, staffing, forms, and procedures. Demonstrate experience working on government forums or similar institutions.
