- Background:
Trócaire is an Irish development organisation, which works in solidarity with local development actors in 17 countries throughout the developing world. Trócaire works with local partners to implement programmes in the organisation’s priority areas of: building sustainable livelihoods; mobilising for justice; preparing & responding to emergencies; responding to HIV/AIDS; promoting gender equality and demand for environmental justice.
In Somalia and particularly in the Gedo region, Trócaire’s vision is to implement quality, sustainable and harmonised health and education programmes, while also addressing acute humanitarian needs. This work is complemented with measured and targeted advocacy to support the opportunities and challenges facing the people of Somalia.
Trocaire Somalia in collaboration with Jubaland Ministry of Education and Higher Learning (MOEHL) and partners (ADRA, CISP and EDT) is currently implementing 24 months Elmidoon project in Gedo-Jubaland State of Somalia funded by European Union. Trocaire under this project establish and supports TVET centre in Belet Hawa district with provision of vocational skills training using institutional based technical vocational educational training approach (IBTVET) for 100 trainees enrolled, who are mainly IDPs and vulnerable youth (51% female) between the age of 16 and 30 years. The project is implemented in Gedo, Belet Hawa District where large number of unskilled and unemployed youth live.
- Objective of the consultancy:
This consultancy aims at devolving a more durable approach to capacity building and quality assurance at the TVET centres. Specifically, the consultancy is expected to offer technical training and mentoring to Electrical instructors of Gedo TVET centre in Belet Hawa town and expertise to improve their technical competency requirements, knowledge and attitudes. This is aimed at improving the capacity of instructors to perpetuate the trainings with greater competence and skills at the end of the consultancy.
Scope of work:
- Develop a Training Needs Analysis tool to measure technical/practical skills gaps, knowledge/theoretical skill gaps, experience, attitudes and potential to learn/perform
Prepare a detailed TNA report showing skill gaps at all levels, proposed measures/strategies to address the skill gaps and share report with Trocaire project team.
Review/develop( where applicable) the training guide/curriculum to suit the level of competencies required, performance indicators, certification process, instructor competencies required etc
Support in setting up training workshop in terms of tools and equipment required, training materials, training schedules etc
Organise and undertake technical/practical and theoretical training of local instructors based on TNA findings
Plan and undertake mentoring of local instructors during training sessions with particular focus given to practical instructions, theoretical instructions, lesson planning, trainee performance tracking etc
Undertake further mentoring of instructors on trainee evaluation and assessment methods, grading and create a framework through which instructors can improve performance of slow learners
Support the process of integrating entrepreneurship and business development skills within the technical skills training cycle with the aim of creating a spirit of entrepreneurship in order to promote employment creation
Support the local instructors in the documentation process, ensuring that learning and good practices are documented
Ensure that learner centred methodologies are employed and that local instructors appreciate the importance and that they practice participatory learning methodologies.
Methodologies:
The purpose of this training is to enhance the capabilities of TVET instructors in acquiring the necessary technical/practical and theoretical skills to competently plan, coordinate and deliver quality training in the identified skills. To achieve this, it is expected the training and mentoring process will be highly interactive and hands on - practical leaning. As such it is expected that the would be consultant will design and review training program that is interactive, participatory and hand on tailored. Therefore, the consultancy is expected to infuse but not necessarily be restricted to the following proposed methodologies:
- Participatory methods including demonstrations and interactive discussions;
- Interviewing to help identify areas that should be addressed but also reveal patterns of thinking behind current practices and approaches;
- Use training aids such as charts or other deemed relevant
- Physical presence and supervision of training sessions
- Developing assessment tests, marking and grading as well as compiling results
- Training, Mentoring and Coaching of TVET instructors through out the period of the consultancy
Expected Outcome:
This consultancy is first and foremost expected to improve the practical and theoretical training capabilities attitudes and approaches of the TVET instructors. In this regard, therefore, it is expected that this consultancy will prepare and produce local TVET instructors with the required competencies and proficiencies to competently plan, coordinate and manage level three vocational skills training. In addition, it is expected that the trainees who complete level 1 skills training would have acquired the required competencies, attitudes and proficiency to become gainfully employed.
- Deliverables/outputs:
The consultancy is expected to produce the following deliverables:
- A comprehensive TNA report detailing findings, anticipated challenges, recommendations and actions to be taken.
- A training program based on the findings of the TNA. This is to be shared with the project team beforehand. Measureable performance indicators must be included in the training plan to ensure that progress is ascertained.
- A training manual/ guide in the case of bee keeping
- Monthly based reports on progress, challenges and recommendations
- Models for lesson learning, scheme of work, trainee assessment/evaluation guidelines, planning template, monitoring of trainee performance and progress tools
- Weekly based review reports detailing key achievements, progress, challenges and steps to be taken. This should be done in a weekly based review meeting with the project team.
- End of consultancy report detailing progress made against planned activities and performance indicators, key achievements, challenges, lessons learnt, good practices and recommendations
Duration and place of work
The duration of the consultancy is 25 calendar days starting from 27th July and ending on 20th August 2017. The consultants are expected to spend the 19 days at the designated training centre working closely and alongside the designated instructors at the centre. During the consultancy period, the consultants are expected to work in Gedo TVET centre in Belet Hawa District.
- Payment Modalities
Payment will be made in 3 instalments. The 1st instalment which is 30% of the total consultancy fee will be paid upon the signing of the contract by the consultant/firm and submission of payment release request. The 2nd instalment which is 30% will be paid once fifty percent of the training course is completed and the 3rd instalment which is 40% will be paid after the completion of the training and submission of the final report.
- Profile of the consultant
Trocaire is issuing a call for high-level experts in vocational training related to the skills mentioned above. The consultants are expected to meet with the following requirements.
• Advanced degree in degree in electrical engineering
• Over 10 years of experience and in-depth technical and operational experience in the field.
• Sound and proven experience as a master trainer in the selected field
• Experience delivering similar training in East Africa region (including design, implementation and delivery of technical assistance, or monitoring and evaluation);
• Oral and written communication skills in English. Knowledge in Somali Language and context is an added advantage.
