SOMALIA: Xudur

  1. BACKGROUND

Save the Children has worked in Somalia/Somaliland since 1951 when we set up a vocational school for orphaned boys in Somaliland. From the early 1970s we have provided emergency assistance when the needs demand. Each year, about 650,000 people benefit from our longer term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance.

We believe that the provision of basic social services in education, health and protection and the strengthening of government capacity to deliver these, along with a concerted effort to work with communities and children to promote their rights, are all central to what we call resilience. SCI have achieved unprecedented scale in Somalia to address the current humanitarian crisis due to ongoing drought and insecurity. The health and WASH supports of “Lifesaving Assistance for Conflict and Drought Affected populations in Somalia” project, supported by OFDA has been an important part of the humanitarian programming. With the current drought in Somalia, humanitarian situation need constant updates and specifically to ascertain key indicators that can aid in ensuring appropriate response.

The evaluation will assess the appropriateness and effectiveness of the interventions supported under this project. SCI (Save the children International) in support of generation of quality information for humanitarian actors conducted 6 SMART Surveys in April 2017 in Somalia including Xudur district. Following that, the project will have two phases;

  1. To conduct an Anthropometry survey and action evaluation (ASAE) in Xudur to evaluate exposure to any humanitarian supports after the April survey.

  2. To conduct a qualitative interviews survey among the key informants in three district Borama in Awdal, and Xudur and Wajid in Bakol to understand the scope of nutrition information and humanitarian situation in the districts.

The ASAE survey will be conducted with the aim of filling nutrition information gaps at Xudur district after exposure to humanitarian support.

  1. METHODOLOGY

This is a mixed method research to gather information on the humanitarian situation in the study areas. Overall, a purposive sampling scheme will be followed.

Key Informant Interviews: For the three districts, key informants will be identified and interviewed through a semi-structured schedule at each district (Borama in Awdal, and Xudur and Wajid in Bakol). The key informants will include but not limited to teachers, health workers, government officials and public representatives with good knowledge of the humanitarian situation in and around the study areas.

Sampling: 2 stage Probability proportionate to size sampling will be employed in the survey. The first stage will be selection of cluster and the second will be selection of key informants.

Sample size: The sample size will be calculated using ENA July 9 2015 at district level.

Location: The survey will be conducted at district level and depending on access all possible settlements will be included in the sampling frame.

Anthropometry survey and action evaluation (ASAE): For Xudur, we will repeat survey on the same households surveyed in April in Xudur, and collect survey and qualitative information on what humanitarian supports these households have received. The April survey will act as a baseline data.

Analysis: Analysis of the anthropometric findings will be analyzed and categorized based on WHO standards 2006.

  1. OBJECTIVES

  2. The Consultant will do a repeat survey on the same households surveyed in April in Xudur, and collect survey and qualitative information on what humanitarian supports these households have received.

  3. The consultant will produce quality data on; Anthropometry, Health, select Food Security, WASH and Immunization in Hudur after exposure to humanitarian support. Additional HH demographic data will collected.

3.1 Primary objectives

  1. To determine the humanitarian support that has been introduced in Hudur after April (April data will act as baseline data).

  2. Determine the humanitarian situation from key informants in Borama, Xudur and Wajid in Bakol.

  3. Establish recommendations on actions to be taken to address the situation.

Thereafter will measure the following parameters in Xudur

  1. Estimate the prevalence of acute malnutrition in children aged 6-59

  2. Determine the coverage of measles vaccination among children aged 9-59 months

  3. Determine the coverage of vitamin A supplementation received during the last 6 months among children aged 6-59 months

  4. Assess the two-week period prevalence of morbidity among children aged 6- 59 months

  5. Estimate mortality rates both CMR and U5MR

  6. Assess household dietary diversity

  7. Determine the population’s access to, and use of, improved water, sanitation and hygiene facilities

  8. Secondary objectives:

    Establish uptake of OTP and SFP.

  9. ROLES AND RESPONSIBILITIES

With the help of the local SCI office- Advertise and recruit all enumerators required for the ASAE in Xudur.

Develop training plan for the ASAE and conduct a full enumerator training for all survey participants

Conduct standardization test for all enumerators and keep record of the results

Manage pilot test in specific selected clusters, analyze the data and give feedback before starting data collection.

Lead in the collection of all data ensuring quality control measures are in place.

  2. Training and data collection proposal

Develop a proposal for the training and data collection including the budget for the whole exercise plus the consultancy fee.

  • Training report/ Reflection report.

A report detailing the content of the training. Composition of the participants and key observations (reflections from the training).

  • Quality data set

Total Number of HH- Achieved (at least 90% of the sample from April survey are expected to be re-interviewed)

Quality Plausibility check result- Acceptable data (Overall score)

Acceptable standardization data (and dataset)

  • All cluster control forms

Scanned zipped and mailed.

  • Transcripts of the qualitative findings

  • REPORTING

The consultant will be expected to maintain daily contact with the SCI nutrition team assigned to manage the Surveys. On daily basis data collected will be analyzed by the consultant and feedback given to the teams. The consultant will be expected to share the daily feedback details to the SCI survey Lead teams.

  1. TIME FRAME

The consultancy will last approximately 15 days in Xudur district including recruitment and travel and 5 additional days for qualitative interview in the three districts. All data collection will be carried out concurrently.

  1. QUALIFICATIONS AND EXPERIENCE REQUIRED

Be a holder of university degree or equivalent, with a specific competency in humanitarian emergencies.

Have a significant experience in conducting SMART surveys (Design and methodology, staff recruitment, training, supervision and data analysis) in humanitarian context.

Familiarity with Nutrition data analysis packages specifically ENA for SMART, EPI/ENA.

Be fluent in English, have adult learning skills, Presentation skills and high organizational skills. Prove of ability to contextualize the training will be an added advantage.
