Present in more than 55 countries, Handicap International is composed of 2 operational directions:

  • The Direction of Humanitarian Action (DAH)
  • The Direction of Development Action (DAD)

Handicap International started in Somaliland in 1992 by setting up a rehabilitation centre in Hargeisa. HI’s strategy in Somaliland has been since to advocate for the rights of persons with disabilities (PWDs) and to engage development actors to promote inclusion and participation of PWDs at local and national level.

Handicap International (HI) is currently implementing two emergency projects in Somaliland: Inclusion of vulnerable populations in humanitarian response and early childhood development with children suffering from malnutrition due to the ongoing drought. HI is currently completing a Basic Needs Assessment in Internally Displaced Persons camps and host communities in the greater Burao area of Toghdeer region where the most cases of increasing malnutrition and cholera have been recorded that will be finalized by the end of August 2017 to further inform its emergency response the most vulnerable drought-affected populations in Somaliland.

Due to the history of HI in Somaliland, the context sensitivity and clan system in Somaliland, most of our activities are and will be conducted through local partners. HI is currently collaborating with the DAN (Disability Action Network), a high level local NGO, for both our development and humanitarian operations.

The current team is composed of one emergency coordinator, one admin coordinator, 3 project managers, 1 administrator, cleaners and guardians. Due to the increasing volume of the mission and its high potential for expansion, HI has decided to open a Country manager position and a field coordinator position.

DESCRIPTION

General mission: Under the responsibility of the Country Manager, the Field Coordinator Burao will have the following responsibilities:

  • Representation & Coordination
  • Security Management
  • Projects’ follow up & development
  • Logistics Management
  • Finance Management
  • Team Management
  • Reporting

SPECIFICITIES

Security: HI operations in Somalia are conducted in Somaliland only, where security is overall under control, despite some periodic but rare outbreaks (last serious incident was in 2008). Most activities are currently implemented with or through local non state actors. Non-Somali staffs are limited in numbers and operate under tight security rules, including movement restrictions. Given the highly volatile insecurity in South and Central Somalia, extending activities in these locations is not considered at the moment

Accessibility: Most areas are accessible, although some require police escort.

Accommodation in Hargeisa: Individual accommodation in a hotel compound, likely to change into accommodation in a Guesthouse in Hargeisa

REQUIRED PROFILE

  • Bachelor’s or master’s degree (Political Science, IFAID, etc.) or a degree in project management (Bioforce, etc.).
  • 3 or 4 years of experience in emergency contexts
  • 1 or 2 years of professional experience in coordinating humanitarian projects or as a field coordinator.
  • Participation in or managing of an operational strategy definition of a project.
  • Experience in humanitarian emergency context
  • Experience working in Somali context
  • Analysis and humanitarian surveillance.
  • Knowledge of emergency preparedness and ability to skill-transfer in emergencies.
  • Participation and/or implementation of the operational strategy.
  • Knowledge about emergency funding donors.
  • Project design and management of multidisciplinary teams.
  • English and French mandatory.
  • IT skills (Microsoft Windows)
  • Capacity to work under pressure and in a context of permanent insecurity.
  • Sense of priorities and of responsibilities, strong organizational capacity.
  • Strong ability to work, rigor, practicality.
  • Autonomy and sense of teamwork
  • Sincere motivation for the humanitarian engagement.

SALARY

  • Starting date: ASAP
  • Length of the contract: 2 months
  • Contract: salaried contract (from 2750€/month gross depending on experience)
  • Per-diem: 517€/month net
  • Hardship allowance: 500€/month net
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 5 days every 6 weeks
  • Status: individual
  • Accommodation: collective accommodation
