Position Title : Supply Chain Officer

Duty Station : Mogadishu, Somalia Classification : Professional Staff, Grade P2

Type of Appointment : Fixed term, one year with possibility of extension

Context:

Under the direct supervision of the Sr. Resources Management Officer, the successful candidate will be responsible for the overall supply chain operations of the mission in Somalia. Measured by IOM Procurement and Supply Key Performance Indicators:

• Availability and Quality

• Compliance and Stewardship

• Productivity and Efficiency

Core Functions / Responsibilities:

  1. Manage the logistics operations staff in Somalia and ensure they are provided necessary guidance and support to deliver duties in line with IOM procedures and processors, in close collaboration with country and regional procurement staff.

  2. Ensure smooth supply of goods and materials to the projects sites in all islands in Somalia.

  3. Coordinate with Contractors and Engineers to ensure required materials for construction is available on site in coordination with operations staff.

  4. Assist in the adherence to stockroom management practices, to ensure there is no undue overstocking or loss; control supply stock and monitor consumable materials, in order to be able to provide staff with ready access to common regularly used items and replenishment.

  5. Ensure labour payments are made timely basis in coordination with the Operations Manager.

  6. In coordination with the Operations Manager and Procurement Officer analyse procurement requests, identify Service Providers, and evaluate information regarding vendor's performance in the areas of quality, prices, and delivery of goods in view of the Organization's best interests.

  7. Ensure the proper management of inventory by the staff responsible.

  8. Ensure the logistical operations are updated and goods received in Mogadishu are reported.

  9. Ensure effective management of vehicles.

  10. Communicate, in a timely manner, to the Sr. Resources Management Officer and Head of Sub-Office any potential obstacles or issues that would impede program activities.

  11. Prepare weekly report on logistics operations in Mogadishu and review the operations modality and propose adjustments.

  12. Implement supply chain initiatives and improvements to support country mission operations.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Logistics, Business Administration, Management or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Training and international field experience in the logistics and operations field;

• Experience in large scale procurement and logistics;

• Experience in managing staff and Extensive technical experience;

• Experience in hardship locations;

• Sound skills in reporting and computer excel and word;

• Ability to work under minimum supervision;

• Experience in the Pacific Region and in emergence response;

• Experience running a guest house is an advantage.

Languages

Fluency in English is required. Working knowledge of any local language used in Somalia is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
