Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Chief of Mission, Canberra, and in close coordination with the Project Development Officer, Canberra and Resource Management Unit (RMU), as well as the Regional Office for Asia and the Pacific, the successful candidate will be responsible for supporting project management and implementation, and contributing to project reporting. Furthermore, s/he will undertake project development initiatives, provide administrative support for project management and engage in resource mobilization and institutional liaison in-country.***Core Functions / Responsibilities:***

  1. Support the management two complementary projects on Gender, Mobility and Health funded by the IOM Development Fund (IDF) and European Instrument for Democracy and Human Rights (EIDHR), focused on the protection of women and girls in migration-affected communities, by ensuring adequate administrative and operational measures are in place. Specifically, the incumbent will undertake the following activities in coordination with partners:

a. Monitor and track the technical, administrative and financial oversight of the projects and make recommendations for improvements and streamlining of procedures

b. Organize bi-monthly meetings and annual planning retreats for civil society stakeholders to coordinate responses relating to gender, mobility and health

c. In coordination with project partners and external experts, contribute to the development and

updating of training modules and deliver training and capacity building activities

d. Establish community awareness raising committees and deliver trainings to committees in migration-affected communities in Solomon Islands

e. Support community awareness raising committees to develop and implement advocacy plans f. In coordination with the Canberra RMU manage the provision of third-party financial support to upscale Sexual & Reproductive Health (SRH), psychosocial support and other services in migration-affected communities in Solomon Islands

g. In Coordination with Canberra RMU, participate in the recruitment of project staff. Supervise project relevant IOM staff, and coordinate the work of external experts recruited to support and/or undertake specific project activities.

h. Undertake duty travel related to project assessment, liaison with counterparts, project implementation, and monitoring or evaluation.

  1. Liaise with donors’ representatives, project partners and governmental counterparts in order to maintain regular communication and coordinate smooth implementation of the activities. 3. Draft project narrative reports, and prepare inputs for briefings and background information requested by the Government, donor(s) and other entities, as well as assist in the production of financial reports in accordance with project reporting requirements.

    1. Undertake project development for the continuation of existing projects as well as new projects in related fields including Counter Trafficking (CT), or in other relevant thematic areas as identified in the IOM Pacific Strategy, in close coordination with the IOM Canberra Project Development Unit (PDU).

    2. Coordinate with internal and external stakeholders to develop an IOM Solomon Islands Strategy.

    3. Promote dialogue, information sharing and coordination with Government partners, donors, the UN and civil society partners.

    4. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Refugee and Migration Studies, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in liaising with governmental authorities, other national/international institutions and

NGOs in Solomon Islands;

• Strong background in gender and rights based approach to development;

• Good knowledge of project formulation, administration and evaluation techniques and practices;

• Demonstrated expertise in the thematic area relevant to project development;

• Knowledge or experience of national issues an advantage;

• Excellent written and oral communication skills;

• Prior experience working for IOM, a UN agency or another international organization is an advantage.

Languages

Fluency in English is required. Working knowledge of Solomon’s Pijin is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
