Background
Since the outbreak of violence in Gaalkacyo in October 2016, a ceasefire agreement was reached between Puntland and Galmudug administrations in November 2016. State-level leadership have reiterated their commitment to holding a ceasefire and to looking into the root causes of the Gaalkacyo conflict. Although progress has been made in building confidence between the two sides incrementally and as a result the ceasefire is largely holding, the agreements made to date have not been fully implemented and occasional skirmishes have been reported, which leave opportunities for spoilers to exploit.
The Gaalkacyo conflict is deeply rooted and complex. Any intervention to achieve sustainable peace cannot succeed without full understanding the conflict. The situation in Gaalkacyo requires a multi-layered approach to address various issues with different actors.
In light of this, a conflict assessment was undertaken with support from the UN in December 2016 to deeply examine the conflict, develop recommendations for future action to establish lasting peace and ensure broader inclusion and participation of community members in peace efforts. The findings of the report was validated by local authorities and community representatives separately in north and south Gaalkacyo in April 2017. These two meetings were a success in achieving acceptance and support for the findings and entry points, however, deeper and broader engagement with each of the communities is required.
The National Consultation Conference on Conflict and Peace Mapping organized by the Ministry of Interior, Federal Affairs and Reconciliation (MOIFAR) in June 2017 identified Gaalkacyo as one of the key conflicts that require urgent intervention. The proposed joint validation meeting is one of the activities proposed by MOIFAR to advance the peace process in Gaalkacyo.
Objective
The objective of the joint validation workshop is to develop a common vision by jointly going through the findings, entry points and recommendation made in the conflict assessment report. This step in the process is crucial to establishing local buy-in and ownership from both communities to explore the best ways forward and promote momentum and support for peacebuilding processes and engagement.
Broader validation is crucial to ensure that processes are not dominated by community elites that culminate in agreements that only freeze the conflict, but are sufficiently inclusive to promote local ownership and make progress towards demonstrable change that underpins lasting peace.
Scope of work
In collaboration with local authorities, the contractor will convene a joint validation workshop with the members of the recently formed Peace Committee and other key community representatives including women and youth. The contractor will facilitate the first session to validate the findings and recommendations and in the second session, they would facilitate the prioritization of the key findings and conflict issues and the ranking of entry points and peacebuilding opportunities.
Prior to the workshop, the contractor should lay the ground for the workshop to ensure that key stakeholders are engaged and spoilers are managed.

Duration 3 days (2 days for a joint validation workshop and 1 day for focused discussion within the Peace Committee)
Deliverables Community buy-in and increased sense of ownership in peace and reconciliation processes, consensus built on key conflict issues, a shortlist of priorities, agreed upon by both communities’ representative stakeholders, for immediate action
