Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

    1. External female candidates.

Context:

Under the direct supervision of the Chief of Mission, the successful candidate will be responsible for providing a combination of strategic oversight and operational support predominantly for the humanitarian, recovery, and transition programmes in Somalia. Assuming a programmatic oversight role, the Senior Programme Coordinator will work with programme managers for the mission’s organizational units to maintain effective, efficient and context appropriate programmes as well as finding solutions to operational challenges in the very challenging environment of Somalia.

Core Functions / Responsibilities:

  1. In support of the Chief of Mission (and in close coordination with the Stabilization & Transition Coordinator), play a lead role in defining and driving the strategic direction of IOM’s programmes in Somalia, particularly focused on emergency, recovery and transitional programming and ensuring alignment with Humanitarian Response Plan (HRP), National Development Plan (NDP), and other recovery and development strategies in Somalia.

  2. Provide management and oversight on emergency, recovery, and transitional programming.

  3. In close cooperation with the Programme Support Unit, lead on the development and resource mobilization for humanitarian, recovery and transitional programmes and partnerships, including with government counterparts, UN agencies/joint programmes, NGOs, donors, the private sector, civil society groups, academics and other stakeholders.

  4. Related to the above, carry out initiatives to promote IOM’s image and develop appropriate internal and external communication; ensure regular information/reports (including narrative and financial) are compiled and disseminated as appropriate.

  5. Establish and Strengthen partnerships with other organizational units within IOM Somalia, in order to maximize synergies and complementarity between different modalities of support, including but not limited to: IOM’s IDP Durable Solutions Programme (Midnimo); Somalia Stabilization Initiative (SSI); Reintegration of Youth at Risk; and Labour & Human Development / Migration & Development in Africa (LHD/MIDA) programmes.

  6. Coordinate and manage all the administrative, personnel and financial aspects of the projects in close coordination with the mission Resource Management Unit. Ensure that the operations follow established administrative, financial and procurement policies of the Organization.

  7. In close cooperation with IOM’s Programme Support Unit (PSU), support the establishment and maintenance of an M&E Framework, in alignment with Results Based Management (RBM) approaches and IOM’s internal ‘’PRIMA’’ system; Serve as the Project Manager on all multisector projects. Coordinating activities, budgets and reporting with relevant Program Managers, the RMU and relevant colleagues.

  8. Represent IOM in relevant interagency forums and provide support to the Chief of Mission (including as designated alternate for the Humanitarian Country Team (HCT)), Regional Office and Headquarter colleagues in higher level forums related to emergency and transition programming,

  9. In close collaboration with the Resource Management Unit and Chief of Mission, act as focal point for ensuring IOM retains the necessary logistical and operational capacity, including through augmented field presence, movements and appropriate security, to implement programmes and fulfil the strategic objectives of the mission.

  10. Monitor the use of resources by checking financial and progress reports in coordination with the Senior Resources Management Officer, and identify discrepancies and methods for immediate resolution.

  11. Mainstream Migration and Health, Gender-Based Violence, gender and data management and Prevention of Sexual Exploitation and Abuse (PSEA) principles in all programmes.

  12. Perform other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Humanitarian/Development studies, Migration, Conflict and Peace-building or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Proven experience in the management, implementation and monitoring of humanitarian and recovery programming within an international context;

• Extensive experience in liaising with governmental and diplomatic authorities, as well as with national, and international institutions, including the UN;

• Proven proposal development and fundraising experience with humanitarian and development donors, including, in particular the EC, ECHO, DFID, Finland, Germany, Italy, Japan, United Kingdom, United States, etc. as well as UN agencies and UN Funds);

• Experience as Cluster Coordinator, Chair or Co-chair an advantage;

• Experience in working with the Somali government an advantage.

Languages

Fluency in English is required. Working knowledge of Somali is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
