CARE International is an international NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering caused by drought, conflict and displacement. We invite applications from experienced and talented individuals for the position of Protection and Accountability Officer based in Burco.
Position Summary
Under the supervision of Emergency Program Manager-Somaliland, the protection and accountability officer will be tasked to handle feedback, complaint and response mechanism, monitoring and reporting of the overall protection and accountability sector. S/he will be monitoring the overall protection and FCRM environment with the aim of gathering information to inform program priorities. S/he will also be required to plan and implement the FCRM and protection activities which include attending cluster meetings, facilitating PSS, case management trainings and other coordination forums by liaising with government and other non-government agencies.
Duties & Responsibilities
- Ensure all protection activities to IDPs and host community leaders are well implemented.
- Undertake protection-monitoring activities in the camp and undertake follow up on the same.
- Support food voucher & NFI beneficiary registration in the target locations.
- Undertake awareness sessions on SGBV and human rights issues in & out of the camp.
- Ensure all IDP groups have equal access to assistance and services inside and outside the camp.
- Support emergency program to organize awareness seminars/workshops for local authorities, key community leaders and IDPs.
- Provide detailed and statistical report on the project activities in the IDP camps and host community.
- Active participation in distribution activities on field level such as Food voucher, GBV materials, NFIs items and hygiene kits.
- Take part in project surveys, rapid needs assessments and distribution surveys of NFis and Food vouchers.
- Lead and oversee implementation of protection and accountability components to ensure timely delivery of programme activities, including monitoring against log frames, individual performance management work plans, identifying programme supplies needs and coordinating with the logistics team to put in place a sensible phased procurement plan.
- Support the Emergency team with the design and development of proposals and ensure that protection component such as protection from violence, child protection, gender based violence and psychosocial support are integrated as cross-cutting in all programs and projects
- Assist the Emergency team with assessments, gathering of information, data that helps in developing program proposals.
- Provide ideas, thoughts, and concepts to the Emergency Program Team relating to protection programming and best practices.
- Ensure each emergency project has a strong accountability system in place, that is compliant with CARE policies and systems, and manages the risk of fraud/leakage of benefits of the project to those not entitled.
- Summarize, analyse and report all FCRM from all stakeholders.
- Ensure implementation of CARE’s Humanitarian accountability framework and adherence to HAP principles.
- Manage emergency program’s Complaints and Response Mechanism (CRM) including follow up and response to complaints raised, ensuring hotline is always active and attended to support day to day activities.
- Represent CARE in external forums such as Protection Cluster and sector specific working groups.
- Liaises with government authorities, key humanitarian actors and UN agencies, as appropriate to ensure CARE receives maximum benefit and efficient use of resources in the implementation of assistance programs.
- Provide protection integration support for other sectors i.e. WASH, Livelihood, NFI/Shelter.
Required Qualifications
- University degree in social sciences, humanities, development studies, anthropology or other relevant study.
- Three years’ professional experience, with at least two years’ field experience with refugees IDPs and host communities.
- Good report writing skills.
- Proficiency in MS Word, Excel, outlook, power point and any other relevant software packages.
- Ability to create and maintain a working environment that will promote value and respect diversity in the implementation process.
- Excellent interpersonal, planning, organizing, communication skills
- Good understanding of gender issues and rights based approaches
- Clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain their message
- Ability to work independently and meet deadlines yet effectively coordinate program activities with other CARE projects being implemented
