Introduction:
With funding from the European Union, CARE Somalia/Somaliland is implementing “THE BRIDGES” project in Somalia/Somaliland with the overall objective of promoting economic growth through infrastructure development, employment creation and sustainable natural resources management. The project’s key focus is on “*The development of professionals, technicians and skilled workforce to meet the country’s labour market demands within the road and energy sectors*”. The 3-year project was designed to pilot a sector-focused, competency-based and labour-market driven approach to skills development - an approach which ensures that the Training Content effectively addresses Market Demands and that Training Providers have the requisite capacity to effectively deliver qualifications which can be recognized by the employers across the country. The project is regarded by the Ministries of Education, employers and other stakeholders as a premier step in the development of formal TVET programmes over the long-term.
An important lens that is often employed when looking at the quality TVET and specially the quality of teachers and teacher education is that of the professionalism of teachers. There are two major obstacles to the professionalization of teachers in vocational education: the low status of vocational education in Somalia/Somaliland and the problem of increasing the status of the teaching profession in general. The professional skills and competences of teachers constitute a crucial factor in determining the success of the teaching processes.
Competent and motivated TVET teaching staff is widely regarded as one of the most important success factors for achieving the goals of improving the quality and demand orientation of TVET. Accordingly, developing such competent teaching staff is often included in TVET strategies as a strategic goal and intervention with major leverage potential.
The point of reference for developing TVET teachers and trainers are the respective occupational requirements. An analysis of the occupational requirements reveals a significant difference between TVET teachers and trainers compared to other teachers. The job descriptions (or profiles) for TVET teachers and trainers are extremely demanding. They include on the one hand the whole range of in-depth “hands-on” practical skills and occupational theory required for performing the occupation they practice. In addition, competence in general pedagogy and occupation-specific specialization in didactics and teaching & learning methods and methodologies is also required.
The project has developed a competency based curriculum for training of TVET instructors. This curriculum will be the base for training available instructors. The trainers are therefore expected to use the said curriculum to training instructors/teachers in all technical schools.
Project Description:
CARE Somalia/Somaliland has received funding from the European Union to improve technical skills of the youth of roads and energy service sectors. The Overall objective of the project is to promote economic growth through infrastructure development, employment creation and sustainable natural resources management. The Specific objective is to improve access to markets and social services, improve access to energy services and enhance sustainable use of natural resources through an increased availability of skilled human resources for Somalia/Somaliland’s road and energy sectors.
The TVET and Higher Education for Boosting Road Infrastructure Development and Growth of Energy Services (THE BRIDGES) project aims to support the Government of Somalia/Somaliland plans to enhance inclusive economic growth and reduce poverty. The project will assist in the development of high quality skills both for gainful employment and sustainable economic development. In order to meet labor demands in road infrastructure and energy sectors, the project aims to strengthening TVET and higher education (HE) to make them of high quality and responsive to the changing market situations in the selected priority sectors of the economy.
Given the increasingly dynamic employment market, the project supports the introduction of a private sector–led and a high quality competency–based skills development approach facilitated by innovate and integrated internationally bench–marked frameworks, to increase the relevance of the skills training offered and to ensure an optimal absorption of the (new) skilled workforce into the labour market. To attain these objectives, first national and local capacities in the design, management and implementation of skills development and employment promotion program in TVET and HE linked to the road infrastructure and energy services must be strengthened and training qualifications need to be brought to a higher quality and existing frameworks need to be aligned with standardized norms.
The project is also supporting roads authorities in Somalia and Somaliland with capacity building activities. To enhance the capacity of the roads authorities, CARE has been in discussions with them to prioritise list of training needs for their staff. The weighbridge training was seen as the priority one for roads authorities in Somaliland and Puntland.
Objective of the Assignment
The aim of the assignment is to assist trainers in vocational and technical schools in Somalia and Somaliland to provide high quality education through improved teaching methods.
Scope of the Assignment
The trainers are expected to travel to Hargeisa Somaliland, Galkayo, Kismayo and Mogadishu and training TVET trainers in four technical schools. The trainers are expected to:
· Use TVET instructor’s curriculum
· Collaborate with CARE THE BRIDGES project to assess the needs of trainees and propose workshop content accordingly.
· Design appropriate training modules leading to the desired results.
· Facilitate training workshops and assist trainees to develop plans for implementing knowledge acquired.
Training Methodology:
The training consultant is responsible to come up with his own methodology but should include the usual training methods such as:
· Short lectures
· Demonstrations
· Group discussions
· Interactive exercises
· Team activities
· Provision of handouts/materials
· Coaching during teaching
Deliverables
The Trainers are expected to:
Train TVET instructors of four technical institutes in Somalia and Somaliland
Prepare training materials and submit before training commences
Maintain attendance during training
Provide weekly update of the training to CARE
Prepare comprehensive report of the training including pre and post evaluation
Together with the instructors develop plans for implementing knowledge acquired
Location and Timeframe:
The assignment will be carried out in Hargeisa,Galkayo, Mogadishu and Kismayo. It is expected to take 30 days with commencement date planned for January, 2018. The itinerary will be worked out with the selected trainers.
Qualifications and expertise required of the trainers
The trainers should meet the following criteria:
· At least 5 years of experience in providing pedagogical training to instructors of adult learners, preferably in vocational, technical and/or engineering institutions
· At least a Master’s degree in education or vocational or technical pedagogy, or related field
· Some international travel or work experience.
· Fluency in English, knowledge of Somali language will be an asset.
