In 2018, UNICEF in Solomon Islands will start its new five years multi-country programme (2018-2022) with three key outputs to support the Solomon Islands national education action plan (NEAP) and contribute to the Sustainable Development Goals.Â

Technical support is needed to support UNICEF in Solomon Islands to finalise its annual work plan with the ministry of education and human resource development (MEHRD) and jointly design its implementation plan. This includes designing strategies to implement the early childhood education and development, the children at risk and Disaster risk reduction and resiliency education programmes and identify key partners who can support the implementation of the education programme especially in the Guadalcanal province, where UNICEF is currently implementing most of its programmes.

Technical support is particularly needed for the implementation of a national parenting support programme in early childhood development (ECD), and supporting teachers in classrooms in identifying children at risk of dropping out and/or lagging behind.

How can you make a difference?

To provide technical support to the coordination, implementation and monitoring of the education programme of UNICEF in Solomon Islands and providing the reporting and documentation of the projects implemented

The following key tasks need to be carried out:

  • Provide overall technical guidance and logistics support for the implementation and monitoring of the three key components of the education programme supported by UNICEF in Solomon Islands (ECD, quality education and DRR)
  • Provide technical support to ensure effective implementation of the parent support programme including training, resources, children’s books, and parental kits;
  • Provide technical support to the design and implementation of the Children at Risk project and agree with MEHRD on a roll out plan initially in Guadalcanal province;
  • Collect baseline data on the targeted schools for implementation of the self-learning modules on children at risk and the school-based DRR project
  • Conduct regular monitoring missions with MEHRD and Guadalcanal provincial education authority (GPEA) staff and assist them in monitoring the parenting programme, the development of the school-based teacher training module on working with children at risk, and school-based DRR project;
  • Collect data on targeted communities (families with children under 5) and on targeted schools as a basis for monthly progress reports;
  • Support finalization of the parenting programmes and roll-out of the school-based in-service teacher training module on children at risk;
  • Provide technical support to school inspectorate and key teachers in the development and implementation of school improvement plans which include interventions that promote inclusive education, WASH, and DRR among other interventions to ensure quality learning environment;
  • Liaise with MEHRD, GPEA, UNICEF Solomon Islands Field Office and relevant organization as needed to ensure flow of information on the education programmes supported by UNICEF;
  • Provide input into donor mid and annual reporting
  • Create awareness among education authorities, and communities on programmes supported by UNICEF;
  • Support any education in emergency work required.

    Qualifications

    A university degree in Education, Development Studies, Social Sciences or Community Development preferably with specialization in an area pertaining to early childhood education.

    Experience

  • Minimum of 5 years of professional work experience in education planning, management, coordination, implementation and monitoring.
  • Experience in education system development work; education strategy and policy development
  • Knowledge of education issues and contemporary trends in system approaches.
  • Strong experience in project design, implementation and monitoring.
  • Previous work experience in the Pacific is considered an advantage.
  • Preference given to candidates with experience in supporting Education in Emergency activities.
  • Languages

  • Fluency in English, verbal and written.
  • Knowledge of Solomon Islands Pidgin is considered an advantage.
  • Ability to use computer - Microsoft Word, Excel, Internet.
