Follow-up case study on the NRIS Spain (health component) and support the implementation of the Regional Pilot Intervention on “Health Mediation and the Roma”

Project background and purpose of the contract

In February 2013, the International Organization for Migration launched the Equi-Health project: Fostering health provision for migrants, the Roma, and other vulnerable groups aimed at improving the access and quality of health care services, health promotion and prevention to address health inequities in the EU.[1] The Equi-Health action is a direct grant awarded to IOM by the EC DG Health and Food Safety, within the Public Health Programme 2012.

In line with the aims of Europe 2020 Strategy of fighting exclusion, the Equi-Health sub-action on “Roma Health” aims to promote dialogue among key stakeholders on Roma Health issues and support the implementation of the National Roma Integration Strategies (NRIS). Two approaches were used in this respect: development of a multi-stakeholder perspective report on the Implementation of the National Roma Integration Strategy and Other National Commitments in the Field of Health in Spain[2] and its presentation and validation at National Consultative Committee meetings with stakeholders working in the field of Roma health (October and November 2014) to discuss the described situation, agree on a set of recommendations and joint work ahead within the framework of the Equi-Health project. As a result of these discussions, a decision was taken to follow-up of the recommendations during the NCCs, also in line with the “European Platform for Roma Inclusion 2015: The Way forward” report findings which emphasized the need for setting up coordination and cooperation platforms to ensure partnerships among multiple stakeholders at local level.

These Terms of Reference (ToRs) outline the details of the assignment to be carried out by the Consultant on following up with a local case study in one district in Spain in building a local level platform and promoting local innovative strategies to actively engage all local stakeholders in the design, implementation and assessment of Roma health local governance, as well as the organization of 4th study visit within the Regional Pilot Intervention on “Health Mediation and the Roma” in June 2016.

Scope of work to be performed by the Consultant

These Terms of Reference (ToR) outline the details of the assignment to be carried out by the Consultant in supporting the implementation of the follow-up case study on the NRIS Spain as well as 4th study visit within the Regional Pilot Intervention on “Health Mediation and the Roma”.

Specific activities

Activity 1: Strengthening Roma engagement in local health governance

The Consultant task shall include a proposal for a follow-up participatory case study at local level engaging local health governance in the aligning of the NRIS Operational Plan into its local polices promoting an intersectional and intersectoral approach. In addition, the Consultant should develop and implement a training programme for health agents amongst Roma key stakeholders and pilot-test it at local level [in selected community] in close collaboration with IOM MHD Brussels and taking into consideration other existing experience and materials.

Deliverables:

1. Report on the process of strengthening Roma engagement in the selected Community

o Methodological section to reflect on the process of the initiative implementation for its possible roll-out in other countries drafted

o Training programme for Roma health agents developed (in Spanish and in English)

Activity 2: Research on the implementation of the NRIS Operational Plan through local polices

· The Consultant should perform a study to include an analysis of: the implementation of the NRIS Operational Plan for Spain through local polices in [selected community]; the degree of cultural Roma sensitivity of the Operational plan health actions, as well as the degree of the Operational Plan implementation and impact on Roma community health needs in the [selected community].

· The Consultant should develop an agenda of actions to re-design existing local polices embedded in the NRIS Operational Plan.

Deliverables:

2. Report analyzing the extent to which the NRIS operational plan reflects local needs to include a reflection of the situation as per above description (in English) including:

o Redesigned plans, protocols and actions provided by the Operational Plan ensuring Roma sensitivity and their effective implementation.

Activity 3: Fourth study visit within the Regional Pilot Intervention (RPI) “Health mediation and the Roma” to [selected community], Spain (June 2016)

· The Consultant should support the organization of the 4th study visit to Spain including:

o Organize the study visit to include a workshop and two one-day visits to Roma settlements [in selected community] to get acquainted with the work of health mediators in Seville (e.g. find venue for the workshop, identify hotel for the group, propose options for transportation and draft of agenda)

o Present the research findings from activities 1 and 2 to participants in the meeting.

· The Consultant should support the project web platform for communication between Roma health mediators within the framework of the Regional Pilot Intervention on “Health Mediation and the Roma” once set and functioning.

o Draft inputs (news sections, info sheets) in Spanish and English, provide documents to the repository of the RHM web platform, as well as support of forum in Spanish (as needed).

Deliverables:

3. Concept of to the RPI Fourth Study Visit to Seville, Spain content and agenda

4. Meeting report incl. recommendations and next steps

Activity 4: Adaptation of Handbook for Health Professionals on culturally sensitive Roma Health Care for Spain to be developed with the Equi-Health project, Roma sub action

· The Consultant should perform a peer review of the first draft of the Handbook for Health Professionals on culturally sensitive Roma Health Care

· The Consultant should adapt the Handbook for the Spanish context, translate it into Spanish and pilot-test/validate it [in selected community].

· The Consultant should implement and disseminate the handbook at national level.

· The Consultant provider should write a report describing the piloting/validating results and dissemination activities.

Deliverables:

5. Peer review inputs to the Handbook for Health Professionals on culturally sensitive Roma Health Care

6. Adapted version of the Handbook for Health Professionals on culturally sensitive Roma Health Care for Spain

7. Report on the piloting/validation and dissemination of the Handbook in Spain

Activity 5: Disseminations of the results from the work at national and regional level

· Disseminate the work done at a sub-website page regarding this initiative.

· Disseminate the work done at regional level via conferences, social networks and community activities at local and regional level.

Deliverables:

8. An overview/list of dissemination methods/channels of information used for broader dissemination of the work performed within this service agreement.

Application process

In order to be selected for a national Consultant, the applicant shall submit a proposal (up to 10 pages) and a CV, outlining relevant research experience in the field of migration and ethnic minorities’ health to the Migration Health Division, RO Brussels at ROBrusselsMHUnit@iom.int.

Deadline for submission: 9 February 2016 (midnight)

Reporting:

The Consultant should coordinate closely with MHD RO Brussels the follow-up case study on the NRIS Spain (health component) and support the implementation of the Regional Pilot Intervention on “Health Mediation and the Roma”. The Consultant should report to MHD RO Brussels and keep them apprised of any obstacles which could affect the implementation and timelines defined in this ToR.

Timeline for the Consultancy: 15 of February 2016 to 31 July 2016

The work should begin immediately after the signature of the contract.

No later than two weeks after the signature of the contract, the national Consultant shall submit a planning of work and submission of to the Migration Health Division, RO Brussels.

Agreed planning of work and submission of deliverables (1-8) should be duly respected during project implementation.

Remuneration: The all-inclusive Service fee for the Services under this Agreement shall be EUR 20 000, which is the total charge to the IOM.

Required competencies of the lead researcher:

a) PhD or equivalent experience in the fields of social research, public health, migration and ethnic minorities’ health or related fields;

b) Experience in conducting quantitative and qualitative social research;

c) Excellent English writing skills;

d) Excellent communication and negotiation skills;

e) Experience in liaising with governmental authorities, national/regional and international institutions, including research institutes and universities;

f) Ability to work harmoniously and effectively in a multinational, multidisciplinary team;

g) Previous research experience or work on Roma health would be a definite advantage.

The national Consultant should ideally be based in the country where the work is to be done.
