MISSION CONTEXT

HI is opening the position of a psychosocial support technical advisor in Somaliland in order to respond to the current crisis affecting the Horn of Africa region.
In Somaliland and Puntland, the severe drought is affecting more than 240,000 people and more than 5 million people are living in areas currently experiencing drought. The Government of Somaliland declared drought on August 10, 2015 and the failure of rainfall in two consecutive (GU) seasons has resulted in acute shortage of water for farming, livestock and human consumption. These conditions have triggered a massive shortage of food, fodder, rapidly drying pasture and water. Consequently, malnutrition has increased among infants, children, elderly persons, persons with disabilities, women- especially pregnant and lactating mothers.
Several humanitarian organizations coordinated by the Somaliland National Drought Committee (NDC) are currently scaling up their emergency response. The response focuses on basic needs - primarily around food security and WASH. However, based on Handicap International experience, the basic needs response does not include vulnerable persons/groups, not only of persons with disabilities but of those individuals, particularly children, who experience severe acute malnutrition which can result in developmental delays, as well as those HI recently approached donors with a proposition of project in Somaliland consisting in
a) Conducting a comprehensive needs assessment on the impacts of the drought on vulnerable persons/groups and
b) Intervening in specific emergency response components based on HI’s expertise (e.g. stimulation and physical therapy for children with severe acute malnutrition, psychosocial support etc.). Other project proposals are currently in process in response to the crisis in Somaliland.

JOB DESCRIPTION

Under the Line management of the Project Manager, and in close
collaboration with the Country Manager, the Admin Coordinator, and the Partners’ team, the PSS Technical Advisor will have for main responsabilities:

1/Strategy development of the MHPSS sector, technical & operational support for the project.
-support the implementation of the current project development of all relevant technical tools for monitoring, evaluation, activity & communication materials for the MHPSS interventions
-identification of training needs of PSS staff, capacity building
-technical supervision (analysis of practice) of staff and regular field visits
-mapping of relevant external actors for referral purpose
-participating in continuous psychosocial needs assessments for new projects to be developed/adaptation of the existing projects
-support the development of new project proposals
-providing technical support to the logistics department

2/External & internal Coordination & communication
-direct coordination with MHPSS actors
-ensuring comprehensive approach and coordination with the rehabilitation and inclusion sectors
-ensuring coordination and coherence of our intervention amongst local and international actors, avoiding duplication and promoting complementarities
-report any relevant information related to Psychosocial matters to relevant stakeholders
-participation in relevant technical meetings in Hargeisa and Burao (clusters, working group, etc.)

3/Reporting
-review the monthly technical situation report (SITREP) in order to validate and analyze the relevant data (statistic, review monthly objectives, etc.)
-support in writing donor reports
-provide a handover/end of mission report

SPECIFICITY

Very low access to activities outside work (curfew at 09:00pm, no access to alcohol). Somaliland is a conservative country.

REQUIRED PROFILE

-University degree in Psychology, Psychosocial or Social Sciences
-at least 2 years of field experience in psychosocial program in an emergency context
-experience of training and technical supervision of Psychosocial workers
-a previous experience working in malnutrition programming is a strong asset
-a previous experience of implementation of rehabilitation comprehensive approach in emergency is an asset
-experience in the region and its environs would be a strong asset
-strong communication and reporting skills
-strong organizational skills
-strong interpersonal and intercultural skills
-ability to work under high pressure
-English mandatory (oral and written)
-Somali/Arabic an asset

CONDITIONS

• Starting date: ASAP
• Length of the contract: 6 months (renewable upon funding)
• Contract: salaried (from 2050€/month gross depending on experience)
• Per-diem: 550€/month net
• Hardship allowance: 500€/month net
• Insurances: medical health coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R: 5 days every 6 weeks
• Status: individual
• Accommodation: collective accommodation in a Guest House
