The Skills for Economic Growth Program (S4EG) is a component of Australia's Education Support Program in the Solomon Islands (SI), funded by the Australian Government and implemented by Palladium. The strategic objective of the program is 'To strengthen the capacity of the nation's tertiary and skills sector to produce quality graduates who are in demand in the labour market.'
The S4EG Program is working with the Solomon Islands National University (SINU) and Vocational Rural Training Centres (VRTC's) to develop industry driven skills courses in demand by local, regional and international labour markets. The courses include the training packages for the Solomon Islands Apprenticeship Program and a new area of Business Administration. S4EG is also providing local Trainer skills and professional development and infrastructure support through an array of institutional strengthening initiatives
Work Location
The primary work location will be in Honiara, with travel to work with our VRTC partners in Auki and Afutara, in Malaita Province, and Batuna and Gizo, in the Western Province, from time to time. The position may also be required to work with partners from SINU, School of Technology and Maritime Studies (STMS) and Don Bosco Technical Institute.
Employment Duration
The period of appointment for this position is an initial short-term input of 40 working days over approximately 60 total days in country, commencing April 2018. There is a possibility for extension or a negotiated additional input later in 2018, if required by the Program.
International and domestic flight, in-country travel and accommodation costs will be met by the program where required. The Skills Trainer will work under the direction of the S4EG Team Leader, along with training institution partners to drive the planning and implementation of initiatives to help develop the capacity and capability of all the institutions to deliver high quality competency based skills programs which meet the needs of the Solomon Island labour market and which meet the requirements of new nationally (SI) accredited qualifications. In summary the position will:
- Undertake an evaluation of existing relevant SI national curriculum including from Ministries such as Tourism and Pacific accredited courses in the areas related to each specific Trainer input. This includes qualifications, curriculum and resources under national qualification leading to the planning, development, implementation, and revision of curriculum in keeping with changes in practice, legislation, and regulation as well as industry competency standards.
- Undertake a review and analysis of courses currently accredited by the FHEC and look at options to purchase and contextualise such course. For example Fiji National Packages in Hospitality and Tourism which will be more contextually specific than the Australian and NZ equivalents.
- Undertake appropriate levels of industry and key stakeholder consultation to glean input to the range and content of elements and units of competence to be contained in the proposed new skills package.
- Prepare a CBT based skills package for the relevant industry area.
- Investigate options for public (RTC-EA-Church based) and private sector partnership to support product (skills package) development and workplace delivery training and assessment models.
- Prepare and/or procure instructional material for printing or on technology platforms and develop outlines with the necessary details to direct instruction.
- Identify commercially developed resources required to support the delivery of training programs.
Selection Criteria:
1 High performing TVET/Skills trade teacher, high level communication, analytical and team work skills. 2 An ability to coach, mentor and capacity build Solomon Islander national TVET Trainers and staff. 3 Demonstrated knowledge and skills of competency based training & assessment; workforce development practices; teaching and student learning resource development. 4 Experience in developing and implementing training, assessment and quality improvement plans. 5 Between 5 and 10 years minimum recent and relevant experience in developing and delivering CBT vocational skills programs, curriculum and learning resources and workforce development. 6 A minimum, TAE40110 Certificate IV in Training and Assessment or equivalent. 7 Relevant professional and/or industry qualifications.
