GENERAL CONTEXT:

Present in more than 55 countries, Handicap International is composed of 2 operational directions:

  • The Direction of Humanitarian Action (DAH)
  • The Direction of Development Action (DAD)
    Handicap International started in Somaliland in 1992 by setting up a rehabilitation centre in Hargeisa. HI’s strategy in Somaliland has been since to advocate for the rights of persons with disabilities (PWDs) and to engage development actors to promote inclusion and participation of PWDs at local and national level.
    A major outcome of this intervention was the development of a Disability Policy for Somaliland and Puntland.
    Since may 2017 and due to the significant deterioration of the humanitarian situation in Somaliland, HI has set an emergency team in order to assess needs, design a humanitarian strategy and launch a humanitarian response. Our current humanitarian strategy focuses on inclusion and stimulative rehabilitation for malnourished children, in both Hargeisa and Burao townships and regions. HI is also currently running multi sectorial needs assessment in Burao city and surroundings, which will determine a broader WaSH, food security, shelter, MHPSS and/or protection response.

Due to the history of HI in Somaliland, the context sensitivity and clan system in Somaliland, most of our activities are and will be conducted through local partners. HI is currently collaborating with the DAN (Disability Action Network), a high level local NGO, for both our development and humanitarian operations.

The current team is composed of a country manager, a field coordinator in Burao, a support services coordinator, 3 project managers, 2 technical advisors, 1 administrator, cleaners and guardians.

GENERAL MISSION:

Under the overall supervision of the Emergency opening Desk Manager and delegated management from other members of the Desk, the Country Manager has the key responsibility to coordinate and ensure the successful development and optimal implementation of HI’s strategy. To be noted that whilst the Somaliland mission is directly managed today by the Emergency opening desk, it is meant to be handed over by mid 2018 to the Regional office of HI based Ethiopia. To be noted also that HI is currently developing regional initiatives at East Africa level.
The main goal of the mission in the next future is to respond to the humanitarian needs in Somaliland while ensuring the extension of the current development programing

Responsibility 1: Strategic planning and project development
Responsibility 2: Lead, coordinate and supervise the implementation the humanitarian and development projects
Responsibility 3: Human resources, financial, administration, logistics, communication and security management
Responsibility 4: Coordination and liaison with partners and stakeholders
Responsibility 5: Monitoring and reporting

Security: HI operations in Somalia are conducted in Somaliland only, where security is overall under control, despite some periodic but rare outbreaks (last serious incident was in 2008). Most activities are currently implemented with or through local non state actors. Non-Somali staffs are limited in numbers and operate under tight security rules, including movement restrictions. Given the highly volatile insecurity in South and Central Somalia, extending activities in these locations is not considered at the moment . Accessibility: Most areas are accessible, although some require police escort.

Accommodation in Hargeisa: Individual accommodation in a hotel compound, likely to change into accommodation in a Guesthouse in Hargeisa

BACKGROUND/EXPERIENCES:

  • Bachelor’s or master’s degree (Political Science, IFAID, etc.) or a degree in project management.
  • 3 or 4 years of experience in emergency contexts
  • 2 or 3 years of professional experience in coordinating humanitarian projects and, preferably, development projects, as a field coordinator or Head of Mission.
  • Participation in or managing of an operational strategy definition of a project
  • Experience working in Horn of Africa context is a +

  • Analysis and humanitarian surveillance
  • Knowledge of emergency preparedness and ability to skill-transfer in emergencies
  • Participation and/or implementation of the operational strategy
  • Knowledge about emergency funding and development donors

DATE AND CONDITIONS

  • Starting date: ASAP
  • Length of the contract: 12 months
  • Contract: salaried contract (from 2972€/month gross depending on experience)
  • Per-diem: 550€/month net
  • Hardship allowance: 500€/month net
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 5 days every 6 weeks
  • Status: single position not open to couple or families
