OVERVIEW OF THE POSITION

The Somalia Strengthening Institutions for Public Works Project (SSIPWP) is the center piece initiative for building the capacity of the Federal Ministry of Public Works, Reconstruction and Housing (MPWRH), the more recently established state-level ministries and Banadir Regional Administration (BRA). By developing more effective, efficient, accountable and inclusive institutions, these ministries will be better positioned to deliver much needed infrastructure and services to all Somalis.

The SSIPWP was jointly developed by the Ministry of Finance, MPWRH and the African Development Bank (AfDB). The rational, strategic objectives, project description, feasibility assessment and implementation framework (including M&E) were formulated and agreed in 2016 and captured in the Project Appraisal Report.

The SSIPWP was initiated after the FGS, AfDB and our client signed a tripartite agreement for the project in January 2017. While AfDB provide most of the financing for the Project, our client has been chosen as the implementing agency and MPWRH as the executing agency.

The implementation of SSIPWP comprises a number of sub-components, assessing and revising legislation, developing effective coordination mechanisms with public works institutions and stakeholders, undertaking building assessments of government buildings, developing the capacity of the MPWRH and State Level Public Works Ministries (including BRA) and facilitating youth employment and entrepreneurship in public works activities.

GENERAL FUNCTIONS

Role objective:

The Project Manager will be responsible for the overall project implementation, provide support/advice for the institutional strengthening and capacity development of MPWRH. The Project Manager is to continually review progress and the MPWRH organization structure to ensure the most efficient and cost effective model for MPWRH and incorporate lessons learnt for the future. The Project Manager is to provide capacity building support to the MPWRH in the functions required by the Ministry for technical, administration and management skills development.

Expected output:

The Project Manager is to make all necessary arrangements to design, prepare and implement activities, including resource and budget allocation, planning and procurement for goods and services required for the institutional strengthening and capacity building of MPWRH and youth employment in construction including interns, apprentices and entrepreneurs etc.

• Assist MPWRH in the recruitment of civil servants and engagement for youth employment by continually reviewing adequate staffing requirements and organization structure for MPWRH and make recommendations as required.

• Assist the HR Adviser and MPWRH Project Director to develop and implement an annual/quarterly training plan for MPWRH and provide detailed budget items and estimates against the project funds available.

• Analyse and recommend resolutions to issues that have potential to jeopardize performance and/or ability to meet agreed upon deliverable's.

• Establish and manage a team of specialists, technical and administrative project staff, providing TORs as required.

• Supervise the work of the team and report on progress according to quality standards.

• Proactively identify changes in work scope and ensure appropriate planning measures are taken to amend scope of work responsibilities and budgets. Undertake official travel as necessary throughout Somalia, (state capitals and commercial business centres in Somalia, including Somaliland).

• Work with MPWRH Project Director on the project implementation and project training activities.

• Organize regular review meetings with stakeholders (MPWRH/our client) as per schedule.

• Coordinate with MPWRH on the selection of the participants to be trained and make the logistical arrangements for the participants to attend the training events.

• Oversee and manage project payments, such as ‘top-ups’ support for the MPWRH civil servants, training events, project-operating costs, including procurement of goods and services such as office equipment, etc.

• Ensure that all expenditure comply with our client Financial Rules and Regulations (FRR) and manage budgets, cash flow and obligations to ensure that deliverable's are met and payments are received on time.

• Understand and manage the Project’s overhead costs, allocable charges and related corporate charges as they apply to the project.

• Manage and remain accountable for expenditures against the budget (based on accurate financial reports).

• Solicit expertise from different (external) organizations as necessary to bring quality knowledge, experience and best practices to the project activities. Incorporate construction projects that are being carried out by MPWRH into this project as a practical case study for learning and adapt the project to provide suitable training inputs for MPWRH staff to be able to best perform their responsibilities for the current and future MPWHR construction projects.

• Submit monthly progress reports detailing financial and physical progress, any issues with recommendations to resolve, photographs, registers for procurement, risks register, lessons learnt register, updated work plan to indicate the planned activities and actual activities achieved each month detailing in the progress reports achievements, challenges and next steps in the month.

• Embed sustainability dimensions into the project including social and gender inclusion, construction health and safety, environmental and economic aspects into the training modules.

• Ensure safety and security for personnel.

• The Project Manager will need to perform any other related tasks suited to their position and as instructed by our client Head of Programme according to the capacities and needs for the project.

The Project Manager will be based in Mogadishu in the Ministry (MPWRH) working alongside Ministry staff.

The Project Manager will undertake regular site visits to support and check on the needs and performance of the MPWRH staff in the state capitals throughout Somalia. It is anticipated that the Project Manager would visit at least one state capital each month.

Key Result Areas:

• Positive MPWRH, AfDB and our client senior management and stakeholder feedback.

• Effective implementation of the Project work plan.

Deliverable's:

• Monthly progress reports, quarterly reports and end of year report.

• Completion report at end of assignment.

• Project work plan for full duration of the project and Annual work plans.

• Training modules, plans and budgets.

• Reports/manuals/documents prepared by the project to be used by the ministry.

• Status reports on MPWRH project performance giving observations and findings with recommendations for improvement and corrective actions.

Project reporting:

The Project Manager is to report to our client's Head of Programme for project delivery, lead our client Project Team and is expected to coordinate and work closely with the MPWRH Project Management Unit that is led by the MPWRH Project Director to achieve the project outcomes.

Team management:

This role does have team management responsibility. Currently, our client's Project Team consists of three internationals – Change Management Specialist, Training Specialist and Project Support Officer, and national staff – HR Advisor. our client's Project Team is expected to increase with the engagement of other short term international and national staff specialists.

ESSENTIAL EXPERIENCE

Education:

§ Master's degree in Engineering, Public Administration, Organization Development, Project Management, or other equivalent relevant qualification.

Work experience:

§ Minimum of 10 years of demonstrable relevant Project Management experience.

Geographical experience:

§ Minimum of 10 years of experience in Africa with local experience in Mogadishu is an advantage.

Languages:

§ Fluency in English and Somali are essential.

Key competencies:

Education:

• Advanced University Degree (Master’s Degree equivalent or higher) in related discipline (Engineering, Public Administration, Organization Development, Project Management, or other equivalent relevant qualification).

• A relevant combination of academic credentials and/or industry certifications and qualifying experience may be accepted in lieu of the university education.

Work Experience:

• Minimum 10 years (or more since academic credentials obtained) of progressive experience in project development and management of infrastructure projects, with focus on capacity building and institutional strengthening, development and coordination in either public or private sector organizations.

• Minimum 2 years’ experience directly manages and leads a team of professionals and/or held senior management positions.

Languages:

• Fluency in English and Somali both written and verbal is essential.
