Introduction:
With funding from the European Union, CARE Somalia/Somaliland is implementing “THE BRIDGES” project in Somalia/Somaliland with the overall objective of promoting economic growth through infrastructure development, employment creation and sustainable natural resources management. The project’s key focus is on “*The development of professionals, technicians and skilled workforce to meet the country’s labour market demands within the road and energy sectors*”.
A project is also seeking to capacitate the roads authorities as part of the wider initiatives to improve skills in roads infrastructure. The project aims to strengthen the capacity of existing road authorities staff. Under this initiative, CARE will work with the roads authorities to identify opportunities where additional investments in capacity building will drive organizational change to produce sustainable results. A Capacity Building Needs Assessment (CBNA) will be required to identify and understand the organization’s capacity needs. This will involve identifying capacity that is already in place to determine opportunities and constraints to the achievement of clearly identified results. A Capacity Building Plans (CBP) will be developed on the basis of findings from the assessment. The CBP should provide a clear pathway to achieve the expected results. An important principle of CARE in conducting the capacity needs assessments is that they should be ‘owned’ and driven by the road authorities to sustain results.Find the detailed TOR on https://goo.gl/JYwvK2
