1.0 Introduction

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve quality of life through interventions that build local capacity in underserved communities worldwide. Since 1991, International Medical Corps has responded to the emergency needs of the Somali population through interventions in health, nutrition, WASH, and food security and livelihoods.

IMC Somalia seeks to further strengthen and make improvements in Health Information Systems (HIS) to realize timely and accurate data all projects and facilities. Effort have been made by the monitoring and evaluation team to improve HIS. Strengthening HIS will enhance access to timely data for use in decision making to inform timely improvements in programming. This will be achieved by designing and supporting utilization and functionality of a reliable HIS system that will enhance the intentionality of monitoring.

IMC Somalia mission plans to develop and implement an automated monitoring and Evaluation (M&E) System to be accessed both at the Nairobi and field offices level. The system will facilitate effective and timely management and utilization of information for programming, advocacy and policy influence amongst communities, donors, partners, government, and staff.

2.0 Objectives Goal

The overall objective is to have an integrated and improved HIS for IMC Somalia that will allow for timely and enhanced collection, analysis and dissemination of facility data and information.

Specific objectives include

  • Develop an inception plan;

  • Update current HIS to a simpler version, entailing all the required data from the facility and community level;

  • Develop advanced excel formulae for extracting meaningful management information from HIS data;

  • Develop an automated online and offline HIS dashboard with meaningful summaries and graphs for visualization and reporting, for each site;

  • Develop master summary HIS and visual dashboard, picking values from various field sites and disaggregating it by donor. These values will be picked dynamically from the individual field site HIS modules;

  • Interact with ongoing data collection tools (not limited to Health, Nutrition, Wash and GBV) both at the facility and at the community level, avenues for collecting and processing projects data and review products across various grants;

3.0Scope of work

  1. The implementation will take a maximum of 51 working days from the date of contract agreement;

  2. The consultant/consulting firm will ensure data integrity during and after the development of the improved automated online and offline HIS;

  3. The consultant/firm will provide post implementation support for up to 2 months;

  4. The consultant/firm will provide proper documentation for all the forms created;

  5. The vendor will provide training and reference manuals;

4.0 ICT support

  1. The ICT department will advise on how to link the improved HIS with the share point;

  2. With the support of ICT & M&E, other departments (Health, Nutrition, GBV, Wash) will provide the consultant/ firm with technical information that may be required in this process.

5.0 Deliverables

  • Offline and Online automated HIS

  • HIS modules

6.0 Minimum qualifications required for the task management team

For carrying out this consultancy, a firm with expertise in the implementation of Information Systems for Health programs during the last 3 years, is required.

The minimum team of consultants need to comprise of:

  1. A Software Engineer / Programmer with experience exceeding 5 years working with similar programs. His/her main objective will be to train the staff in the HIS’s operation and to ensure that the HIS works to suit the operational requirements identified by the operational consultants;

  2. Advanced knowledge of SQL Database development with experience exceeding 3 years, with an active role in development of databases for HIS Systems;

  3. MIS programmer who will make adjustments to the source program on the design and program implementation progress, for a period of 2 month;

  4. Advanced Excel User.
