How can you make a difference?
The specific objectives of the consultancy include:
Undertake a workshop with state and non-state actors who participated in the just concluded CRC drafting to discuss the current situation of Somalia in relation to child rights (In this meeting discuss the baseline in child rights that was undertaken to support the CRC report);Prepare and facilitate consultation meetings organised by the Ministry of Women and Human Rights Development at the Federal and State levels to gather the views of various national stakeholders on the draft Child Rights Bill;Review the Somali provisional constitution, existing laws and policies adopted by Somalia and their implications on the rights of children;Review the CRC and the State reservations and hold discussions with the Ministry of Women and Human Rights on how to tackle the reservation made by the state on the CRC;Prepare and facilitate meetings organised by the Ministry of Women and Human Rights Development to consult international actors (UN, Somalia local NGOs, Somalia CSOs and INGOs) on the draft Child Rights Bill;Draft a comprehensive Child Rights Bill which consider all rights enshrined in the Convention on the Rights of the Child and share the Draft with the MoWHRD;Prepare and facilitate consultation meetings organised by the Ministry of Women and Human Rights Development at the Federal and State levels to gather the views of various national stakeholders on the draft Child Rights Bill;Present the draft Child Rights Bill at the validation workshop to be organized by the MoWHRD in consultation with other key relevant line ministries dealing with children issues, Civil Society and women organization and all other stakeholders;Prepare and share with the Ministry of Women and Human Rights Development a child friendly version of the Draft Child Rights Bill, and facilitate consultation meetings with children (boys and girls) from different socio-economic background on the draft law;Submit a final Draft Bill, a cabinet of Ministries memo, and succinct consultation report to the Ministry of Women and Human Rights Development, and UNICEF Child Protection Programme.Deliverables:
The main expected deliverables are as follows:
Detailed work-plan and methodology;Short report/briefing (3-5 pages) on literature review of key child rights bills from selected countries and various issues in relation to children's rights in Somalia;Draft Child Rights Bill for consultation;Consultation reports from various stakeholders;Revised Draft Child Rights Bill based on consultations with various stakeholders.To qualify as an advocate for every child you will have…
A Master's Degree in Law*A first University Degree in Law with 10 years of practice of law may be accepted in lieu of an advanced degreeAn in-depth knowledge of both Civil law, Sharia Law and Customary Law of SomaliaAt least 15 years of work experience in drafting lawsAt least 15 years of work experience in the area of Rule of Law and Protection of Human RightsStrong command of both English, Arabic and Somali languageIn depth experience of working in Somalia and local context in addressing sensitive issuesDeveloping country work experience and/or familiarity with emergency is considered an assetApplication process:
