Crown Agents are pleased be recruiting an ICT Technical Expert for an upcoming proposal

Background

The Federal Government of Somalia (FGS) presented the PFM self-assessment report and a proposed PFM strengthening initiative (2013-2016) to Development Partners on April 4 2013. The self-assessment report highlighted weaknesses in the PFM systems which include

  1. weaknesses in revenue collection and management

  2. absence of long term budget planning and policy analysis to underpin annual budget formulation and execution

  3. lack of transparent comprehensive procurement and reporting on use of state resources.

Since then, the Government set out a PFM Reform agenda to address the weaknesses identified in the assessment. The PFM reforms are anchored on four platforms:

  1. instituting PFM fundamentals for budget credibility;

  2. effective budget execution and financial accountability;

  3. improved policy formulation, planning and budget preparation; and

  4. institutional structures; Strategic Human Resource Management (SHRM); Financial Management Information Systems (FMIS); and cross-cutting issues. The cross-cutting platform provides the beam that holds the whole reform platforms together to meet the overall PFM reform objectives.

FMIS Conceptual Model

The SFMIS is cognizant of the Somalia local context and avoids the ‘disruptive big-bang’ IFMIS implementation. The conceptual model for the SFMIS architecture was designed as a ‘fit-for-purpose’bespoke solution to support the government treasury operations as a centralized processing system in the first instance and set the stage for future implementation of a packaged Computer of the Shelf (COTS). After learning phase and rehabilitation of government offices and with a cohort of graduates from the PFM education and training program, a full IFMIS implementation was conceptualized to cover the full PFM cycle with gradual modular roll-out to line ministries. A detailed needs assessment has been undertaken with the following deliverables

  1. Statement Of User Requirements (SOUR) – hardware and applications;

  2. Conceptual Design covering the re-engineered business processes with process maps with description of the processes and flow charts;

  3. System Design Document including conceptual diagram of the SFMIS architecture with key functional components of the proposed solution;

  4. upgraded SCoA for 2013 budget execution;

  5. change management and training plan; and (v) an interim Bespoke SFMIS for Treasury Management with user guide. The Government has recruited an individual application development consultant and FMIS Manager to oversee the development and deployment of the application and the supporting infrastructure. In addition, a dedicated SFMIS team of Government counterpart has been established.

About what you will be doing

The Key objectives of the assignment will be to undertake a structured quality assurance review of the SFMIS to confirm;

  1. implementation progress is in line with the conceptual design and Statement of User requirements and identify any implementation gaps

  2. the system has appropriate systems security controls in place

  3. identify existing and potential gaps and risks

  4. undertake end to end system security architecture review

  5. make practical recommendations and structured road-map to mitigate the identified risks, system improvements to the system enhance sustainability. As part of recommendations you will be expected to develop an SFMIS quality assurance program covering SFMIS IT Governance, IT Security Architecture Strategy, Support and Capacity Building.Project Timeline/Duration and Location

This role is subject to a successful bid. If successful, the contract for this assignment will run for a period of 3 months. The assignment will be undertaken in Mogadishu and Garowe, Somalia and based at the Ministry of Finance. You may be expected to occasionally visit procuring entities where SFMIS is implemented, together with the designated SFMIS focal point in the Ministry of Finance.

About you

As the ICT Technical Expert, you will need the following minimum qualifications and competencies:

  • University BS/BA degree (master’s preferred) in information systems, engineering, public administration/public service management or relevant discipline;
  • Substantial experience in design and implementation of data centers for web based operations, including central servers, data storage units, network equipment, client workstations, network management systems, remote communication networks and protocols considering best world practices. Experience in designing system management, security, digital signature and engineering support solutions would be an advantage.
  • Substantial expertise in managing business process/ deployment of large scale IFMIS systems and related ICT solutions in public sector (regional/international experience preferred; MS SQL and Oracle experience will be an advantage).
  • Proven skills in system trouble shooting and problem resolution, as well as teamwork;
  • Demonstrable analytical skills for monitoring and gauging overall system performance, growth and stability; and
  • Minimum five (5) years of relevant professional working experience in the design and implementation of IFMIS.
  • Experience in the network design and implementation of web-based application software, data warehouse and IFMIS.
  • Substantial technical expertise in acquisition, customization, utilization, and maintenance of integrated information systems.
  • Experience in developing detailed technical specifications for application software, hardware and network equipment, for a wide range of applications.
  • Experience in system integration using Enterprise Service Bus (or SOA) and web services (APIs)
