Somalia: Protection & Rule of Law Officer- Mogadishu

Job Overview/Summary

The Protection Rule of Law Project Officer, based in the IRC office in Mogadishu will be responsible for field level activity implementation of IRC Governance and rights project aspects that relate to access to justice in Mogadishu.

Major Responsibilities

Program Implementation and Reporting

• Implementation and monitoring of Access to Justice Component of the project within his/her geographical portfolio.
• Identify, support and promote appropriate traditional reconciliation, access to justice and conflict resolution practices while at the same time promoting respect for human rights.
• Ensure the identification and documentation of lessons learnt in program implementation
• Identify, document and appropriately respond to security concerns/incidents and human rights violation within and between target communities.
• Provide regular reports to the PRoL Manager on the progress of program activities.
• Perform any other duties that may be assigned by the supervisor from time to time.

Job Requirements

Education:
University Degree in political sciences, Human rights, or law, preferably with specialization in human rights/legal assistance.

Work Experience:
• At least three years of prior professional experience in protection programming with and NGO and/or international organization managing program activities
• Two years of experience working in emergency/conflict settings
• Strong protection background and knowledge of refugee and IDP context and ability to set up protection monitoring systems and case management systems for vulnerable cases
• Familiarity with program design, including log frames, budgeting and grants/report writing preferred
• Experience of working in an insecure environment, and willingness to make regular field visits to the program’s area of coverage within the constraints of IRC’s security policies.
Demonstrated Technical Skills:
• Good knowledge of international human rights and humanitarian protection standards and principles, especially those related to access to justice and the protection of individuals with special rights (IDPs, minorities, children, women, person with disabilities etc).
• Very familiar with legal concepts, law including customary law and practices of the Somali formal and informal justice system regarding conflict resolution

Demonstrated Managerial/Leadership Competencies:
• Experience with capacity building, including training of trainers, adult learning approaches and remote capacity building
• Experience working with NGO protection and or peace building programs is desired

Languages:
• High standards of written and spoken English and ability to speak and write Somali language.

Computer/Other Tech Requirements:
• Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
