OVERVIEW OF THE POSITION
Our client provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by Our client technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. Our client support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) Our client also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.
The UNOPS Peace and Security Cluster (PSC) supports and facilitates the work of Our client, other UN partners, and Governments in some 18 countries and territories affected by explosive-hazards. The PSC provides specialized project management services to efficiently support Our client in delivering essential work on the ground in emergency, post-conflict and peacekeeping environments with the aim of promoting peace and security, protecting civilians and ensuring long lasting human security.
GENERAL FUNCTIONS
Role objective:
Under the supervision of the Project Manager for Our client support to AMISOM the Operations Analyst Specialist will act as the knowledge-management focal point for the project. S/he will be responsible for the following functions:
Expected output:
• Liaison between Our client HQ, specific programmes and key stakeholders in country;
• Provide FHQ non-lethal tactical analysis, advice and information regarding explosive hazard threats to better inform mobility planning processes;
• Advise FHQ on defensive non-lethal combat engineering response and movement planning, and provide recommendations for all mobility operations;
• Provide FHQ technical advice on route analysis, mapping, current IED threats, possible vulnerable points (choke points, bridges, etc.), and historical data;
• Act as a bridge between Sector Headquarters (SHQ) and Force Headquarters (FHQ) for information regarding explosive hazards and support collation of information at HQ to provide an overall up-to-date analysis for FHQ on the explosive hazard threat in the sectors;
• Provide recommendations to FHQ on appropriate deployment of Our client-contracted assets and support centralized command and control of assets available to the Force Commander;
• Collation, verification, processing and organization of raw Explosive Hazard-related data, including evaluating the reliability of sources and credibility of information;
• Analysis of situations and entities of operational, or tactical importance, and, with appropriate statements of probability, advise on the likelihood of possible future actions in those situations and by those entities;
• Production of threat assessments based on known data;
• Liaison with appropriate in-country agencies to facilitate information sharing;
• Provide briefings and presentations of analytical findings and conclusions;
• Continually assess the operational situation for areas of improvement in efficiency, effectiveness and safety within the local explosive hazard threat;
• Identify continuous improvements and lessons learned;
• Identify risks and plan risk mitigation strategies and report on the progress of deployment activities through written and verbal briefings to Our client Senior management;
• Review and promulgate all IED and WIT reports;
• Review and promulgate all Our client produced IEDD related documentation to include weekly/monthly statistics, presentations and reports;
• Maintain master IEDD database; and
• Implement any other tasks requested by the Project Manager.
Project reporting:
This role reports to the Project Manager.
Team management:
This role does not have team management responsibility.
ESSENTIAL EXPERIENCE
Education:
§ Bachelor's degree in With a minimum of 7 years of relevant experience is an advantage. and/or Master's degree in With a minimum of 5 years of relevant experience.
Work experience:
§ Minimum of 11 years of demonstrable relevant Military experience and/or minimum of years of demonstrable relevant Diplomacy experience.
Geographical experience:
§ Minimum of 1 years of experience in Africa (essential).
Languages:
§ Fluency in English is essential.
Key competencies:
Education
• Advanced University Degree (Masters Degree or equivalent) in related field relevant to Analysis with 5 years of relevant experience
• First Level University Degree (Bachelors Degree or equivalent) in related field relevant to Analysis with 7 years of relevant experience maybe accepted in lieu of the Masters Degree
• Military Experience with 11 years of experience maybe accepted in lieu of the Masters degree
Work Experience
• Minimum 5 years’ experience within the field of information analysis
• Experience in the field of Military/ Security/ Police/ Defense intelligence is desired
• Experience in presenting to HQ level senior management ( Mandatory 2 years)
• Experience in Information Technology with MS office is desired
• Experience in database designing is desired
• Experience in database management (Mandatory 2 years)
• Driving Licence is required
Language
• Fluency in written and spoken English is required
