Program/Department Summary:
Somali Relief and Development Action (SRDA) is a vibrant, non-profit, non- political national organization committed to helping the vulnerable members of the community through humanitarian aid programming. Responding to drought, famine and conflict in Somalia, SRDA helps communities transform from crisis to recovery and transition them to long term development through integrated programming. Working in South Central, Punt land and Somaliland, SRDA has reached more 2,600,000 beneficiaries through integrated humanitarian programs from 2013-2018.
Supporting vulnerable IDPs, Returnees, Refugees and Host community by providing free clean and safe water, Health and Nutrition, Food Security and Protection, SRDA is working with UNICEF, WFP, FAO and IOM in reaching the most vulnerable with timely and effect humanitarian interventions.
Job Summary:
Finance Manager will be responsible for the financial management of SRDA programs. The incumbent will ensure proper financial management, accountability, planning, and reporting in line with SRDA and its partners. The manager will provide detailed financial analysis, reporting system and process development, training and support.
The incumbent will have a functional supporting and supervisory role for the Finance Officers in guiding, directing, capacitating and following up on their performance and delivery of their required outputs together with the respective Programs and department Managers.
Main Responsibility
- Ensure that all donor- financial reporting requirements are complied with and that donor financial reports are submitted in a timely manner.
- Provide overall management and co-ordination of the work of the finance teams.
- To be accountable for the implementation of the finance policies and procedures, ensure effective financial management, asset management and financial accountability within the organization.
- Responsible for financial management (including Banking, cash flow and Asset management) across the programs
- Ensure quality and accurate monthly finance returns and reports/summaries.
- To ensure the preparation of high quality financial reports by consolidating all accounts in a computerized information system.
- Review/monitor financial performance against budget, provide analysis/commentary on these as required
- Manage day-to-day financial operations and oversee financial operations of all offices.
- Provide a financial review of expenditures and commitments to ensure appropriate coding and budgetary and policy compliance.
- Analyze monthly spending and alert program and senior management on any significant budgetary variances.
- Work with internal and external auditing process as appropriate.
- Support month-end and year-end close-out process including balance sheet and assets reconciliation and archiving of financial files a required by organization policy
- Assure that cash transactions are well planned, controlled and reported
- Ensure standard financial systems, including implementation of good internal controls, risk management, asset monitoring and reconciliation of all funds accounts
Qualifications and Experience Requirements:
- Bachelors or Master's degree (accounting and finance)
- Professional accounting qualifications would be an added advantage
- At least 3 years of accounting and/or grants management experience required.
- Proven ability in the management of large integrated multisectoral programs;
- Experience in the management of programs funded by UN or other donors.
- In-depth working knowledge of accounting software packages, especially QuickBooks or MS 90 Sage.
- Excellent oral and written skills in English
- Must be able to work in a cross-cultural environment
- Must be able to work with multiple deadlines and high demands
- Excellence in handling sensitive and confidential information
- Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports
This is a field based position in Luuq district of Gedo region, Somalia, for expatriate and requires up to 20% travel to other locations within the country. The position is unaccompanied and is eligible for R&R (7 days after every 90 working days. The incumbent will leave at the luxury of SRDA guest house where food and accommodation will be provided.
SRDA staff represent the agency both in and out of work in wherever they are. Staff are expected to conduct themselves in a professional manner and respect country laws, culture and agency’s policies, procedures and values all the times.
