OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION
In 2013, the Federal Govt. of Somalia (FGS) introduced the National Program for the Treatment & Handling of Disengaged Combatants in Somalia. Its objective is to establish a comprehensive process that allows for low-risk ex-fighters to reintegrate in communities & become productive citizens. Social & economic reintegration of ex-combatants is often challenging for a number of reasons, including stigma & mistrust attached to former combatants by receiving communities. This highlights the importance of community involvement in the reintegration process & broader sensitization to promote social reconciliation & community cohesion.
GENERAL FUNCTIONS
Role objective:
DDR Local Working Groups (LWGs) were established in Baidoa & Kismayo to provide substantive support to both disengaged combatants & vulnerable members of the community. The LWGs include community, religious & business leaders, clan elders & youth & women representatives. LWGs work closely with focal persons from our client & line ministries. In order to build the capacity of the LWGs to carry out their responsibilities to support the reintegration of ex-combatants, DDR seeks to conduct a series of training's for LWGs members & govt. focal persons in the following areas:
- Roles & responsibilities of LWGs, reintegration support mechanisms/pathways, conflict management/dispute resolution, strategic planning, communication & outreach, project monitoring & dialogue facilitation.
- Successfully reintegrated ex-combatants may be invited to participate in the training's.
- The estimated total number of training participants is 55. The training's will take place in both Baidoa & Kismayo.
Following the training's, our client will support a 2 day dialogue session in Kismayo & in Baidoa. The dialogue sessions will include LWG & extended community members, including successfully reintegrated ex-combatants. The dialogues seek to identify community needs & prioritize community-based public works & social cohesion building projects. The dialogue sessions will allow trained LWG members to utilize skills & knowledge learned, provide an opportunity for communities, through a participatory & consultative process, to reach a common understanding & devise workable solutions that contribute to efforts Counter Violent Extremism (CVE). The total number of dialogue participants is estimated to be 80, 40 per location.
Our client is seeking a Capacity Building Consultant to lead a team of local facilitators, design & conduct the training's & to facilitate the sessions. Overall contract performance management will be done by the DDR Program Manager, under the supervision of the DDR Program Coordinator.
Expected output:
This is a full time position, based in Mogadishu, with frequent travel to Kismayo & Baidoa. The specific tasks include:
Develop training curriculum:
- Plan & design a tailored curriculum for DDR LWG's (up to 8 days per location). Topics should include, but not limited to: Roles and responsibilities of LWGs, reintegration support mechanisms/pathways, conflict management/dispute resolution, strategic planning, communication & outreach, project monitoring & dialogue facilitation.
- The curriculum should use best practices in adult education methodology & ensure that learning is a transformative experience for participants that is designed to build practical & applicable skills.
- A facilitator’s manual/guide for trainers should be developed to accompany the curriculum. The facilitator’s manual should allow trainers to easily adapt the curriculum for audiences with differing skill & educational levels, including in low literacy environments.
Conduct training for estimated 55 participants in Baidoa & Kismayo:
- The training should be interactive & allow for dialogue & experience sharing among the participants.
- The training duration is up to 8 days per location.
- Part of the training, depending on the relevance of training topics, should involve a selected few of successful reintegrated ex-combatants.
Facilitate 2 two-day community dialogues in Baidoa & Kismayo:
- The dialogues will engage estimated 40 participants per location.
- Local facilitators & LWGs members trained will be guided by the Consultant to facilitate the dialogues.
- The dialogues should identify & prioritize small to medium scale community public works & social cohesion building projects, encouraging reintegrated ex-combatants’ participation.
Project reporting:
This role directly reports to the DDR Program Coordinator & is remotely monitored by DDR Program Manager.
Team management:
This role does not have team management responsibility.
ESSENTIAL EXPERIENCE
Education:
§ Bachelor's degree in Political, Social Science or Social Works, International Relations, Law, Communications, or a related field. and/or Master's degree in Political, Social Science or Social Works, International Relations, Law, Communications, or a related field..
Work experience:
§ Minimum of 6 years of demonstrable relevant Peacekeeping & Peacebuilding experience and/or minimum of 4 years of demonstrable relevant Social Development experience.
Geographical experience:
§ Minimum of 6 years of experience in Africa (essential).
Languages:
§ Fluency in English (essential), Somali (desirable) and Arabic (desirable).
Key competencies:
Education:
· Master’s Degree in Political, Social Science or Social Works, International Relations, Law, Communications, or a related field from an accredited academic institution with two years of relevant professional experience.
· University Degree in the above fields with four years of relevant professional experience.
Experience:
· Minimum 6 years of experience in the field of peace-building, capacity building &/or community outreach and advocacy in Somalia.
· Experience in designing and conducting training's for Somali govt. stakeholders on conflict resolution or a similar topic required.
· Experience working with civil society organizations & international organizations in Somalia desirable.
· Good understanding of complex social-political environments, community & local governance structures in Somalia, particularly South West State & Jubbaland State.
· Excellent coordination and team building skills.
· Ability to establish & maintain government partnerships.
· Ability to work under extreme pressure, in difficult conditions while maintaining security awareness.
· Ability to work in Baidoa & Kismayo with staff on the ground to coordinate administrative tasks & logistics for training's & dialogue sessions.
Languages:
· Fluency in Somali & English is required.
· Knowledge of Mai-Mai is desirable.
