Terms of Reference: International Consultancy to Supervise the Development and Implementation of the Monitoring and Evaluation Framework of the Building Resilient Communities in Somalia (BRCiS) Consortium

1. Purpose of assignment

Background:

The Building Resilient Communities in Somalia Consortium was established in October 2013 with the overall objective to improving the resilience of vulnerable communities and households in seven regions, 27 districts and 90 communities of South and Central Somalia. Cutting across the 'Humanitarian – Development' spectrum, the BRCiS programme balances its response to short-term humanitarian needs with the longer-term aim of building community and household capacities to deal with the shocks and stresses. This way, the project provides a continuum of humanitarian and rehabilitation/development assistance that seeks to improve the absorptive (short-term) and adaptive (medium- and long-term) capacities of communities and households. The BRCiS Consortium is about to begin the inception phase of a new multi-year resilience programme funded by the UK Department for International Development. It is for this new grant period that the Consortium is seeking an experienced M&E Consultant to provide technical guidance on the implementation of the Consortium’s revised M&E plan.

2. Objectives and Scope of Work

The main objective of the assignment is to provide technical assistance to the Consortium’s M&E Team with the design, operationalization, and implementation of the Consortium’s new M&E Framework. To name a few, the M&E expert will be expected to provide technical input on resilience measurement, program evaluation, sampling methodology, and survey design while paying attention to the Consortium’s time, operational, and budget constraints.

3. Supervisor

The supervisor of the consultant is the BRCiS M&E Manager. More generally, the M&E Expert will work in close collaboration with the Consortium’s M&E Team and with relevant Technical Working Groups.

4. Major activities and tasks to be accomplished

Deliverables

  1. Revising and improving existing data collection processes to improve measurement and access to specific vulnerable groups including women, youth, elderlies, and disabled groups

  2. Reviewing and updating the Consortium’s core indicators of resilience-building as well as providing technical guidance on developing an index capturing resilience capacities at the household and community level

  3. Developing a feasible sampling design for the Consortium’s thick (annual) and thin (rapid mobile surveys at a higher frequency) surveys and reviewing existing resilience questionnaires

  4. Providing technical assistance in developing survey questionnaires aimed at capturing how resilience capacities are used during shocks

  5. Developing an appropriate sampling and evaluation design to assess the effectiveness of the Consortium’s various activities aimed at enhancing resilience capacities – for instance through comparing the impact of traditional emergency response programs with the Consortium’s resilience approach and provide technical guidance during implementation

This is not an exhaustive list but is expected to be revised with the selected Consultant(s).

5.Estimated duration of contract

It is estimated that the contract will take approximately 50-60 working days between September – December 2018.

6. Official travel involved

This is primarily a home-based assignment with potential round trips to Kenya. Flight travels are covered by the Consortium and are calculated based on economy class travel, regardless of the length of travel.

7. Qualifications or specialized knowledge and/or experience required

Essential:

  • An advanced university degree (Master's) in Quantitative Social Sciences, Economics, Statistics or a directly-related technical field(s) is required - PhD preferred
  • At least 8-10 years of experience in M&E/ impact evaluation for resilience programming or a related field
  • Substantial research work in resilience or a related field with a geographical focus on Sub-Saharan Africa, preferably on the dry lands of the Horn of Africa
  • Extensive experience both in quantitative and qualitative methods demonstrated through publications in resilience research or a related field

Desirable:

  • Familiarity with the Somali context
  • Strong methodological training in both experimental and quasi-experimental evaluation methods including specific experience in statistical matching
  • Previous experience designing and implementing panel studies
  • Familiarity with the resilience measurement literature and practice, including in-depth knowledge of the work of the Resilience Measurement Technical Working Group (RMTWG) and the Resilience Index Measurement and Analysis (RIMA) methodology
