Context:
Since the formation of the Federal Government of Somalia, the country has made significant progress towards restoring peace and security. However, significant destabilizing factors remain, including conflict and natural disaster. With more than 2 million displaced in Somalia, and a significant number of returnees from the region and beyond, Somalia has struggled to cope with high numbers of displaced.
Increasingly, opportunities arise to support for durable solutions to displacement. IOM has been instrumental in its support of communities to drive, and government to increasingly lead on building progress towards durable solutions to displacement. With strong emphasis on localised capacities and community priorities, increasing partnerships are building momentum towards durable solutions.
As a lead member in a Consortium for Durable Solutions, IOM is seeking to build a strong Consortium Coordination Unit to ensure maximum impact of the collective’s efforts, ensuring: efficient delivery of program activities, alignment with other durable solutions initiatives, acute sensitivities to local dynamics, and support to government structures with the displaced affected communities at the centre of our efforts.
Under the direct supervision of the Project Manager Recovery and Durable Solutions under the overall supervision of the Project Coordinator Recovery and Durable Solutions, the incumbent will be responsible and accountable for the monitoring and reporting of the Durable Solutions Consortium. In particular, he/she will:
Core Functions / Responsibilities:
Monitoring and Learning
Develop tools for monitoring – and strategy for implementation thereof – for an IOM led Durable Solutions consortium in close coordination with the consortium partners and the IOM RDS team, including thematically (tools and indicators to measure durable solutions and stability) and operationally (tools for remote monitoring and evaluation);
Lead the monitoring, and review progress and quality of consortium project activities, including those of implementing partners and third-party contractors. Conduct field visits when required using appropriate tools to support the oversee activity implementation, and provide recommendations, if/when needed, to ensure quality implementation of activities;
In conjunction consortium partners, support participatory impact assessments, regular monitoring on performance, process and progress, real time evaluations, and – in collaboration with the learning partner - lessons learned and provide recommendations to inform programme design and strategic decision making, including adapting ongoing programme approaches to increase impact;
Assist in identifying key performance questions, indicators, and parameters for monitoring the performance of the programme and partners. Compare the achievements to the objectives and targets;
Represent IOM in M&E coordination meetings with other durable solutions partners, UN agencies as well as in national and international workshops, seminars and conferences;
Organize frequent briefings for all consortium partners to present collective updates, relevant lessons learned and support efforts to inform revisions to national strategies;
Work closely with consortium’s learning partner to contribute to learning for durable solutions to displacement in Somalia;
Review and analyse monitoring reports produced by partners and implementing partners and identify the causes of potential bottlenecks in project implementation. Work with the RDS team to identify corrective measures where necessary;
In coordination with the RDS team, develop M&E trainings and other capacity-building tools for project staff and implementing partners;
Undertake duty travel and field visits as required.
Reporting
Lead the design and production of a regular efficient and effective reporting regime for use by all consortium partners to reflect the regular activities of the consortium, and eventually the overall impact of the programme; ensuring reporting captures dynamic linkages to other durable solutions actions in country, to be shared with relevant stakeholders including government partners and donors;
In close coordination with RDS programme managers, assist in drafting interim and final project reports for donors and the Regional Office based on programme objectives, work plans, and timelines set by project agreements;
Provide technical and backstopping support to project development and implementation;
Any other duty as assigned.
Required Qualifications and Experience
Education
Master’s degree in International Relations, International Development, law or a related field from an accredited academic institution with two years of relevant professional experience; or
University degree in the above fields with four years of relevant professional experience.
Experience
Two years (or four years for candidates holding an undergraduate degree) experience in monitoring or evaluation and learning, including knowledge of remote methods for monitoring and evaluation;
Experience and/or knowledge of working in conflict/volatile contexts on durable solutions and issues of displacement;
Excellent and demonstrable analytical, communication and writing skills;
Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;
Sound knowledge of project implementation;
Good level of computer literacy, including database applications.
Languages
Fluency in written and oral English is required. Knowledge of Somali is advantageous.
