Somali Relief and Development Action (SRDA) is a vibrant, non-profit, non- political national organization committed to helping the vulnerable members of the community through humanitarian aid programming. Responding to drought, famine and conflict in Somalia, SRDA helps communities transform from crisis to recovery and transition them to long term development through integrated programming. Working in South Central, Punt land and Somaliland, SRDA has reached more 2,600,000 beneficiaries through integrated humanitarian programs from 2013-2018.

Supporting vulnerable IDPs, Returnees, Refugees and Host community by providing free clean and safe water, Health and Nutrition, Food Security and Protection, SRDA is working with UNICEF, WFP, FAO and IOM and World Vision in reaching the most vulnerable with timely and effect humanitarian interventions.

Job Summary:

The Program Manager will manage and provide technical oversight of the development and implementation of the World Vision Somalia OFDA Funded emergency response and recovery program, (WASH and Food Security and Livelihoods) ensuring effective systems and processes are in place to support high-quality implementation standard. Under the direct supervision of the Director for Programmes, the PM will work with dedicated Operation and Program teams in Burahaka district of Bay Region South West State, Somalia.

Main Responsibility

· Oversee program start-up and ongoing program management and administration of the teams across the various field locations.

· Develop program implementation strategies, including but limited to designing, planning, and monitoring of program activities.

· Developing monitoring systems, including gathering data form the project activities and reporting. This will include both direct and remote monitoring where access is limited or restricted.

· Conduct regular visits to the field office project sites to coordinate with field staff and/or monitor activities with the donor.

· Support the timely delivery of program activities (monitoring against log frames, individual performance management work plans).

· Ensure submitting reports to the donor are of the highest quality.

· Certify program filing system is in place, adheres to internal and donor’s regulation and filing is regularly maintained.

· Ensure program implementation is on time, target and budget.

· Adhere to procurement, logistics and administrative regulations related to programming in line with SRDA set policies.

· Oversee technical assistance and capacity strengthening activities in emergency response and recovery for staff.

· Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.

· Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

· Hire, orient and lead team members as necessary.

· Develop the capacity of the team, deepen understanding of their roles and assist with career development.

· Assist team members with information, tools and resources to improve performance & reach objectives.

· Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.

· Review all programs reports, both narrative & quantitative.

· Develop productive working relationships with all stakeholders including; community leaders and representatives, Government officials, Non-Governmental Organizations both local and international, and donor.

Qualifications and Experience Requirements:

· Bachelors or Master's degree (business administration and management; development studies; or a related field)

· Experience of monitoring, evaluation accountability and learning.

· Pervious working experience with NGOs national or International.

· Good understanding of OFDA Reporting guidelines.

· Excellent analytical skills.

· A good understanding of gender aspects.

· Willingness and ability to undertake frequent travel to the field.

· Ability to manage multiple tasks effectively with attention to details and an orderly approach to tasks.

· Fluency in English and Somali. Local dialect will be an added advantage (written and spoken).

· Excellent interpersonal skills and team working skills.

This is a field based position in Burhakaba district of Bay region, Somalia, and requires up to 50% travel to the project sites.
