Under the overall supervision of the UNOPS Senior Programme Manager, the incumbent will work under the Chief of UNSOS Field Technology Section, or a designated officer, and be responsible for providing practical support to UNSOS Field Technology Section.

With a proposed 24-hour monitoring policy in place, the C3 Systems Operations manager will have technical oversight responsibilities over the operations and maintenance of the Command, Control, Communications (C3) systems infrastructure for camp protection, and perform the following tasks while reporting directly to the Chief of FTS:

  • Establish and implement a robust operations and maintenance plan for the tactical C3 systems that is easily auditable;
  • Ensure short and long-term implementation milestones are met against the SLA approved by both the Chief of FTS in consultation with UNSOS and AMISOM Security;
  • Establish SOPs and relevant policies to facilitate the overall coordination and communications between FTS, UNSOS and AMISOM, as well as external contractors and solution’s provider as required;
  • Co-develop relevant SOPs, policies and procedures with UNSOS and AMISOM stakeholders to enhance the overall physical security architecture;
  • Provide advice on asset management in conjunction with FTS Governance, Risk and Compliance unit;
  • Conduct regular meetings with the relevant stakeholders on technical/operational issues regarding the C3 systems;
  • Effectively communicate and advise relevant operational information to concerned stakeholders;
  • Establish quality assurance standards and practices;
  • Develop and produce periodic reports and briefings for the Chief of FTS, including strategy papers and analytical reports;
  • Establish and implement a robust information security program that includes disaster recovery and operational resiliency;
  • Communicate relevant information to all team members, such as changes in scheduled maintenance dates as well as changes in the operational requirements;
  • Perform any other duties as required. Impact of Results

Works with minimal amount of supervision; independently provides accurate deliverables in the areas of Tactical C3.

Education/Experience/Language requirements
Education:

  • Bachelor’s degree in Computer Science, Business Administration or any related field, or equivalent years of experience managing an Information Systems infrastructure.

Certifications:

  • Certifications on PRINCE2, ITIL, Supervisory Skills for Future ICT Managers, ICT Security: Advanced Incident Handling & IT Security Awareness trainings are highly desirable.

Experience:At least 7 years of relevant experience in ICT Data centre, Integrated Security Solution (physical access control, security cameras, intrusion detection and others) related project implementation and management.

  • At least 7 years of relevant experience in implementation and management of ICT Data centre and Integrated Security Solution (physical access control, security cameras, intrusion detection and others) related projects.
  • Experience in disaster recovery planning and operations management is highly desirable.
  • Field experience working with multi-dimensional teams and de-centralized operations desirable.
  • Experience in establishing, managing data centres, drafting policy, SOP, guidance development and provision of training is desirable.

Language Requirements:

  • Fluency in English is required. Knowledge of a second UN language is highly desirable.
