There is growing evidence that investing in the health, education and protection of a society's most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfil their potential but also will lead to sustained growth and stability of countries. At the same time, our client is aware that not all children have the same access to these basic services. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of our client, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.
Under the general guidance and direction of the Social Protection Specialist and the Chief of Social Policy, the Inclusion Officer will be responsible for identifying and addressing issues of exclusion in our client's Somalia's programming, with a particular focus on ensuring all children have equitable access to basic services regardless of clan or other characterization that may impact on marginalization. The consultant will contribute to the development of policies and programmes to increase the social and economic inclusion of marginalized populations, including inclusive social protection, and support the broader humanitarian country team in better understanding these dynamics.
Clan affiliation can have a direct impact on vulnerability in Somalia. The complex interplay of livelihoods, clan, and politics see certain groups particularly vulnerable to shocks, and at risk of exclusion from humanitarian support. It has been documented that this is occurring in Somalia. Our client is invested in understanding both vulnerability and clan dynamics at the local level and their impact on access to aid and basic services.
The inclusion officer will assist our client in Somalia in better understanding this dynamic, identifying the key challenges, and working with sections, in particular social policy and emergency on recommending and implementing actions to address them.
GENERAL FUNCTIONS
Role objective:
Research Manage and guide key research, including a social network analysis in two diverse communities in Somalia to identify patterns of social linkages/social capital and how they do or do not align with access to services and benefits. This information will help to better understand the nature of vulnerability, key factors in determining vulnerability, identify the extent of exclusion for marginalized communities and evaluate how targeting mechanisms can be adjusted to improve services and benefits for vulnerable populations.
Direct Implementation and Partnerships
Increase partnerships with local NGOs representing and assisting minority groups. Research has shown that NGOs generally are or are perceived to be clan affiliated, with the corresponding level of service provision across clans highly impacted by conflict. In high conflict areas this extends down to the sub-sub clan level. In more peaceful areas NGOs have been shown to be more clan diverse and provide services across sub-clans. This highlights the necessity of ensuring minority clan representation amongst our partners, particularly in areas of conflict.
- Monitoring and Evaluation
Identify, recommend action and assist PME unit on the integration of inclusion into monitoring and evaluation processes, including the potential for minority representation in third-party monitoring. Work with the team in meeting and agreeing new approaches, including contractual implications.
4.Leadership and Coordination
Coordinate with donors, other UN agencies and interested parties, including the humanitarian country team, on the issue of inclusion, seeking coordinated approaches to address the challenges it presents and making recommendations based on research where appropriate.
Provide guidance and leadership in relevant forums on actions and approaches that can be taken based on evidence of research and other initiatives.

ESSENTIAL EXPERIENCE
Education:
§ Master's degree in Social Sciences, International Relations, Development, Political Science, Public Policy or similar.
Work experience:
§ Minimum of 8 years of demonstrable relevant Social Development experience.
Geographical experience:
§ Minimum of 3 years of experience in Africa (essential).
Languages:
§ Fluency in English and Somali are essential.
