Drought Response and Recovery Program in Somalia/Somaliland (DRPS)project baseline assessment
PROJECT BACKGROUND AND CONTEXT
The Drought Response and Recovery Program in Somalia/Somaliland (DRPS)project funded by the United States Agency for International Development’s Office of Foreign Disaster Assistance (USAID/OFDA) is a 12-month project designed to run from 1st October 2018 to 30th September 2019. The project has seven (7) sectors and ten (10) sub-sectors as shown below:

The project will be implemented in Bari, Galgadud, Mudug, Nugaal, Sanaag, Sool, and Togdheer regions of Somalia/Somaliland. The project’s goal is to assist Vulnerable populations in Somalia have strengthened resilience and reduced vulnerability to protracted humanitarian emergencies such as drought. Specific project details and other documents will be shared with the selected consultants.
BASELINE OBJECTIVE
The main purpose of the baseline survey is to establish the benchmarks as per the program indicators, which will provide pre-intervention situation that will eventually be used for tracking and assessing project performance and progress latter. It will help to estimate reliable and achievable targets for the project. This will be used as benchmarks against which to measure progress of achievements of the project and the final evaluation planned to be done in the last quarter of the project. The data shall provide a brief narrative description of the prevailing conditions of the beneficiary population and/or situation at the onset of the program and the magnitude of the problem and/or the need the program will address. In addition, the assignment will be used to update baseline status of some of the indicators baseline figures that were to be confirmed at baseline as stated under the project proposal document.
The specific objectives of the Baseline are:
§ Provide detailed contextual information / situational analysis on attitudes, knowledge and behavior of households, individuals and other stakeholders relating to the project outcome areas to help refine and enrich evidence of the project theory of change
§ Gather relevant baseline data for key project indicators to enable changes in beneficiaries lives to be measured over the course of the project
§ Develop recommendations for on-going project implementation, monitoring, learning and final impact assessment of the project
§ The baseline will also provide data for benchmarking against agreed OFDA indicators:
Findings of this final Baseline will be shared with USAID/OFDA and CARE international staff to support project implementation and decision making.

How to apply:
All applications MUST be accompanied by a technical and financial proposal including a brief outline of the proposed methodology, 3 references with contact details, a tentative work plan and the candidate’s availability. The technical and financial proposal shouldn’t exceed 10 pages.
