Job Title:Project Officer –DSRIS – Dhusamareb

1.BACKGROUND**
CARE Somalia has adopted a program approach that is focusing on achieving a specific impact on a particular vulnerable population group over a 10 to 15-year period. The approach involves developing theories of change and program strategies for specific impact groups who have been carefully identified and selected based on in-depth situational analysis. One of the country office impact group is urban youth who are in the age bracket 15-29 years, out of school and/or socially marginalized. Through strategic alliances and increased policy advocacy, CARE’s Urban youth program will contribute to lasting change in the lives of these most impoverished and marginalized youth. At present the focus of much of the work with urban youth is on education, inclusive governance and livelihoods with an emphasis on TVET. The aim of this project will be to work with these youths to address underlying causes of poverty, vulnerability and marginalization that affect them.
2. Summary of the position
The Project Officer will be responsible for the effective and efficient field implementation of EU funded project in Galmudug, under the Urban Youth program. This person will closely work with the project team, Area Manager and the Project advisor in supporting project planning, reporting, representation and routine monitoring of the project progress. She/he will facilitate and contribute to project trainings, procurement and financial plans as well as liquidations, and timely documentations. She/he will regularly ensure project deliverables with staff and with other key program stakeholders and partners, while providing leadership but not limited to in enhancing community buy in, clarification of Project parameter rationale, beneficiary selection, and verification, formation of committees and community engagement in Village Saving and Loan Association (VSLA), Youth employment, Conditional cash transfers activities and strengthen Gender sensitive approaches. She/he will liaison over all CARE’s activities in Dhusamareb and South Galkayo district. The post will be located in Dhusamareb district of Galmudug State, and will report directly to the Area/Office Manager, DSRIS project
3. Responsibilities and Tasks
Result Area 1 –Support Project Delivery (45%).
The Project Officer will facilitate all aspects of delivering a high quality and accountable EU funded project in Galmudug State.
§ Participate in project assessments, community action plans including stakeholder meetings.
§ Facilitate beneficiary validation process in compliance with the contractual requirements.
§ Monitor and report adherence of community based implementation plans and project work plans.
§ Providing support to all the CARE project staff and the local project partner providing routine support at all stages of the project.
§ Contribute to the timely implementation and reporting of the project activities under the DSRIS project in Galmudug.
§ Work with the M&E Officer –Urban Youth on data collection, verification, indicator tracking and including cross Cutting themes.
§ Endure that timely field assessment visits are conducted to the programme sites to ensure that the needs of the community are consistent with those proposed. Assessment visits will also ascertain whether the Programme will actually benefit the intended beneficiaries.
Result Area 2: Resource Management and Administration (25%)
Ensure adherence to the budgetary, logistical, human resource and other administrative issues of his/her base in collaboration with the Her/His supervisor but not limited to
· Administration /maintenance of CARE properties in line with the policy manual assigned to you.
· Manage, utilize and account appropriately Programme finances under your custody i.e. Project advances.
· Assist the Project team and the partners in planning, coordinating and implementation of the training of Programme staff, key ministry staff, partners and communities.
· Ensure compliance with the grant rules.
· Assist the Project team in managing grants and ensure compliance with CARE & donor regulations, formats and requirements and policies, working in closely with the field finance team.
· progress against grant log frame/work plans
· Contribute to quality and timely submission of reports in line with donor requirements
· In collaboration with the Area manager and the Finance team support timely audits and evaluations as required.
· Ensure that all field level procurement and project implementation is conducted in line with EU donor requirements.
Result Area 3 –Partnerships, Representation and Coordination (25%)
In coordination with the project advisor She/he she will ensure that CARE maintain excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities and the humanitarian community. Tasks include:
§ Ensure strong collaborative relationships with project partners involved within the program area.
§ In liaison with the project partner coordinate/liaise with district departments and strengthen collaboration.
§ Work with the Project Advisor identify partner capacity needs and provide input where strategic partners are in need of specific capacity building support that can be provided by CARE
§ Create strong collaborative relationships with key government departments and relevant private sector organizations in the target district.
§ Ensure the project is implemented in line with partnership principles as outlined in CI policies.
§ Support and participate in representation of CARE at relevant and senior forums/ meetings,
§ Maintain beneficiaries and communities at the center of CARE’s stakeholder list,
· Facilitate in coordination processes amongst local authorities and key stakeholders and within the organization for greater impact within the programs
Result Area 4 – Other assignment (5%)
The Project officer will carry our other activities/assignments assigned by the organization and Her / His supervisor
4.REQUIRED Q**UALIFICATIONS** (MINIMUM REQUIREMENTS**)**
Experience
§ Minimum relevant degree with significant experience in the in similar position
§ At least four years of experience working in livelihood programs, youth and gender engagement initiatives with specific experience in implementing private led employment creation programs, including monitoring of budgets expenses preferably with an international organization.
§ Excellent operation skills (planning and organizational skills, problem solving capabilities, innovative and industrious)
§ Demonstrated understanding of community engagement/participation techniques.
§ Excellent TOT skills.
§ Working experience and knowledge of the local duty station is highly crucial.
§ Understanding of key donor reporting requirements.
§ Excellent team building, coaching and mentoring skills. Skills/capacity:
§ Team player, who is able to develop strong collaborative relations across the organization
§ Strong gender and conflict analysis skills, and the ability to articulate projects using a rights based approach
§ Proven budgeting and financial skills.
§ Cash transfer interventions.
§ Ability to work and live under difficult conditions.
§ Experience of techniques for conflict resolution process.
§ Working experience and knowledge of the local duty station.
§ Work independently at fully professional level.
§ Be able to compile reports.
5. DECISION MAKING AUTHORITY
Contributory/collaborative:
Final decision making authority: Day to day grant/project implementation, reporting, stake holder engagement, implementation of the DSRIS project.
6.KEY RELATIONSHIPS
Reporting to: - Area/Office Manager Working closely with - Consortium coordinator, Project Advisor, M&E officer. - South central Security manager (advisory role in project implementation from a security point of view) - Finance teams (for budget preparation and financial liquidations) - Financial Risks & Grant Management Unit (grants to partners, compliance) - Other program support departments (for logistics, procurement, HR issues etc.)
External: - Local governments’ technical departments at regional level and district levels - Municipal and regional government - Local NGO partners – with emphasis on strategic partners - Communities - UN agencies, international NGOs working in the same geographic areas/sectors
