OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION

The government of Somalia is seeking to develop a comprehensive, implementable and unified social sector policy and roadmap, reflecting the priorities, goals, and actions for investment and programming. This operational policy will provide a roadmap for direction and accountability, supporting the practical implementation of the goals of the National Development Plan that fall under the social sector. The cabinet sub-committee on social sector meets as a cabinet on a weekly basis under the leadership of the Office of the Prime Minister. This includes, in no order of importance, the Ministries of Health, Education, Information, Youth and Sports, Labor and Social Affairs, Women and Human Rights, Religious Affairs, Energy & Water Resources, and Humanitarian Affairs and Disaster Management. The Ministry of Planning also joins the forum.

This forum is a critical mechanism for meaningful coordination between the social sector ministries, and can be considered a best practice in Somalia, and regionally. A coordinated roadmap and mechanism for accountability would further drive forward the significant steps that have already been made by the government of Somali in taking unified steps to achieving the goals of the National Development Plan. Our client supports the government of Somalia in implementing the National Development Plan, with a particular focus on supporting both technically and pro grammatically, the social sectors in providing basic services and support to the children of Somalia and their families.The National Development Plan is a comprehensive document which outlines key milestones and activities across multiple ministries and government departments. The social sector requires collaboration and inter-ministerial working arrangements across many different ministries and departments. Without a coherent policy and roadmap that outlines roles and responsibilities for key actors, there is a risk that important social sector developments will not progress due to an absence of planning and leadership. The intention of this contract is to provide coherence to the vision of the national development plan with respect to advances in social sector programming. The underlying justification of this consultancy is that without a truly collaborative and multi-stakeholder approach that is genuinely owned by the government of Somalia, there is little chance of progress in social sector development.

GENERAL FUNCTIONS

Role objective: The Social Sector Consultant will work with and across the Office of the Prime Minister and the social sector ministries to develop a practical and accountable policy. This operational policy will be guided by the government of Somali incorporating the views, vision, operational realities and needs of key ministries contributing to the social sector.
The consultant will be placed primarily within the Office of the Prime Minister, but will spend significant time within each of the social sector ministries to understand and coordinate priorities and plans.

  • The consultant will also work closely with our client’s Social Policy and Child Protection teams and other development partners to ensure alignment of development plans and buy-in from key social sector stakeholder

Key Deliverables

  • First draft of social sector policy and roadmap finalized in close consultations within the Office of the Prime Minister and key social sector ministries at Federal level as well as Federal Member States accordingly
  • Organise a technical consolidation workshop with key technical and political stakeholders within relevant government ministries and departments. The facilitation of the workshop in partnership with the OPM with a view to deepening the analysis and inter-ministerial discussion on the policy and roadmap.
  • Second draft of social sector policy produced with accountability framework. This will be done through consolidation of the insights and discussion from the first technical workshop with key follow up meetings with relevant ministries, stakeholders and departments.
  • Validation workshop will be conducted with relevant ministries, government departments, donors and development partners for wider buy-in and collaboration.
  • Final draft of social sector policy produced and presented to cabinet by February 2019 after compilation of the findings of the second technical workshop and preparation of a final draft for presentation to cabinet.

Expected output:

Project reporting:

This position reports to the Chief of Social Policy Section. Supervisory support will be provided from the Child Protection Specialist (Systems), the Chief of Child Protection and the Deputy Representative. The Consultant will be based in the Office of the Prime Minister of the Federal Government of Somalia and he will report directly to the Permanent Secretary (PS)

Team management:

This role does not have team management responsibilities

ESSENTIAL EXPERIENCE

Education:

§ Master's degree in Social Sciences, International Relations, Development, Political Science, Public Policy or similar field of study.

Work experience:

§ Minimum of 8 years of demonstrable relevant Public Administration experience.

Geographical experience:

§ Minimum of 3 years of experience in Africa (essential).

Languages:

§ Fluency in English and Somali are essential.

Qualifications and Experience

Minimum of eight years of relevant professional work experience

Demonstrated experience developing cross-sectoral policies in fragile or low-income states.

Solid knowledge of social sectors, including education, health, women, and youth.

A strong record of producing high-quality policy or strategy pieces

Strong understanding and/or familiarity with the Somali context.

Fluency in English and Somali is required.

At least 8 years’ experience in public administration, international organisations.

Experience with the United Nations System in Somalia is advantage.

Experience with UN System would be desirable

Experience working with Federal Government of Somalia

Mogadishu and at least two other locations in the areas covered by the Federal Government of Somalia.

Other relevant information:

Procedures and Logistics

  • This consultant should be a Somali citizen able to move freely within Mogadishu.
  • The consultant will be based with the Office of the Prime Minister in Mogadishu, Somalia, with travel to other ministries and potentially regional states as required.
  • Consultant will provide his/her own laptop and other necessary equipment (ie. Recorders for interviews if required, etc);
  • Under the consultancy agreements, consultant will be paid on a monthly basis
  • Consultants are not paid for weekends or public holidays.
  • Consultant is expected to be a resident of Somalia; therefore no travel or repatriation costs are to be paid;
  • Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by both our client and the consultant or Contractor.
  • The consultancy must be completed by 30 February 2019.**Methodology and technical approac**
  • Consultations with all Social Sector Ministries The consultant will rotate their time between the ten (10) social sector ministries to understand their priorities, planning, and progress towards the goals of their sector as laid out in the national development plan.
  • First draft of social sector policy and consolidation workshop
  • In coordinating inputs from each ministry and identifying areas of cross-over and opportunity, the consultant will develop, together with the Office of the Prime Minister, a first draft of the Social Sector Policy. The consultant will then facilitate feedback and input on this draft from technical staff of all social sector ministries through a consolidation workshop.
  • Second draft of social sector policy Taking the feedback from the consolidation workshop, and in collaboration with the social sector ministries and office of the prime minister, the consultant will develop a second draft of the policy, including an accountability framework stipulating critical milestones for tracking progress.
  • Validation workshop and presentation to cabinet
