ORGANIZATIONAL CONTEXT AND SCOPE Under the overall supervision of the Programme Manager (PM) of the DDR Programme, based in the Somalia Office Mogadishu and under the direct supervision of the Field Officer based in Baidoa, the incumbent will be responsible for the transitioning and reintegration of youth at risk in accordance with IOM’s regulations, rules and procedures. The incumbent will be supporting the Federal Government of Somalia in its efforts to assist with the transitioning and reintegration of youth at risk. Assistance is focussed toward capacity building initiatives for government ministries, the establishment of transitioning centres and programming to assist with the return and reintegration of youth at risk. Our clients’ efforts in this area is geared toward national ownership and undertaken in support of a Federal Government National Programme. The Programme Assistant will act as a key support agent to the Programme Manager and the Field Officer for the client’s support to the National Programme including coordination and liaison with the United Nations Assistance Mission in Somalia (UNSOM), AMISOM and Jubbaland Regional Authorities. The programme assistant will also provide local oversight for project activities related to the transitioning and the return and reintegration of youth at risk in Jubbaland. III. RESPONSIBILITIES AND ACCOUNTABILITIES  Support the establishment and running of a transitioning centre in Kismayo and provide managerial oversight for the rehabilitation/reconstruction and running of the centre including security, staff training and administrative functions.  In consultation with the Field Officer and Programme Manager provide support to the Interim Jubbaland Administration (IJA) to develop SOPs for the running of 2 the transitioning centre.  Monitor and report on the day to day running and activities of the transitioning centre and prepare internal programme reports.  Undertake registration and socioeconomic profiling of transitioning centre clients in coordination with the Employment Assistance Services Case Manager.  Develop and assist the Training Officer with the coordination of training activities designed to assist with the transitioning of youth at risk to alternative livelihoods.  Liaise with AMISOM Officials, UNSOM, UNICEF, IJA and the DDR working group for Kismayo  In close consultation with the Field Officer and Programme Manager promote human rights standards and norms, traditional dispute resolution, and viable return and reintegration initiatives following transitioning initiatives.  Monitor budget expenditures with regard to clients support to the transitioning centre.  Monitor / report to IOM management any security incidents and abide by security regulations. IV. EDUCATION AND EXPERIENCE  University degree in social sciences, business administration or development studies. 5  Computer literate in MS office applications – Word, Excel, Outlook and Database applications.  Minimum 5 years’ experience working with either the public sector or non-government sector.  Previous experience working with youth at risk and or the return and reintegration at risk groups a considerable advantage. VI. LANGUAGES Required Fluency in written and spoken English and Somali Advantageous Experience of working in the Juba regions also an advantage
