Role Purpose:
Horumarinta Elmiga (HE III) - Education for Empowerment through Cohesive and Harmonised System is a consortium program secured from European Union and Save the Children would like to recruit an experienced Education Consortium Manager. The primary duties and responsibility of the Consortium Manager will include provision of overall coordination and programme management support to the consortium members involved in implementation of the HE III (Ministry of Education and Science -MOES, Save the Children and CARE; facilitation of the operation of the consortium to be led by the Save the Children and MOES; provision of management and technical advisory services to MOES and the other consortium members; support MOES with regard to effective planning and management of all institutional and organisational capa city building initiatives of the programme. In addition to a high level of technical, policy, leadership and management experience in sector wide education program. , the job will demand high level of inter-organisational skills/experience (negotiation, networking, steering) and strong programming and analytical competencies. The consortium manager will be based in the Somliland Mininstry of Education and Science Office and will spend a substantial time with MOES and the consortium partners.

Location: Hargeisa
Qualifications and Experience:
* Post-graduate degree in education planning and management or a related field.
* Knowledge of current global and regional debates on quality and employment oriented education policies and models
* Recommended a minimum of six years of relevant technical experience including senior program management.
* Proven experience of developing and managing high quality, innovative and cost-effective technical education projects in both development and emergency context preferably in Somali context and with International NGOs
* Proven experience and skills in research and advocacy and influencing institutional, private and/or corporate donors and writing up high quality donor reports
* Experience of working with local/national governments and capacity building of systems, partners and staff
* Ability to extensively travel for project monitoring and provide on-site technical support to field teams
* Highly developed interpersonal and communication skills including influencing, negotiation, steering and coaching
* Highly developed cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures
* Strong results orientation, with the ability to challenge existing mindsets
* Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
* Ability to present complex information in a succinct and compelling manner
* Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
* Fluency in English, both verbal and written, required
