Project Summary:

Creative’s Bringing Unity, Integrity, and Legitimacy to Democracy (BUILD) is a USAID-funded project designed to support electoral and political processes in Somalia by fostering increased citizen participation; building the capacity of civil society, election management bodies, political parties and other relevant government and non-government bodies to support various elections and their cycles taking place between 2016-2021. Implemented by Creative in partnership with the International Republican Institute and Forcier Consulting, BUILD is a five-year project in its third year of implementation.

Position Summary:

Creative Associates seeks an Elections Technical Advisor for the BUILD project. The Advisor will be responsible for developing relationships and building the capacity of election management bodies, coordinating with other government and non-government actors in the elections and helping them coordinate elections support with the United Nations and other international partners. The Elections Technical Advisor will have a good grasp of elections in Somalia, including significant experience with holistic support to electoral processes in similar political and security contexts.

Reporting & Supervision:

The Elections Technical Advisor reports to the Chief of Party (CoP).

Primary Responsibilities:

  • In close collaboration with and with guidance from the BUILD Chief of Party, provide technical expertise, capacity development and mentoring to the departments and staff of the National Independent Electoral Commission (NIEC) as they established under the terms of the 2015 law regarding the Establishment of the National Independent Electoral Commission of the Somali Federal Republic;
  • Support and advise on day-to-day activities of the Board of Commissioners, the senior staff of the NIEC, and various departments as required;
  • Provide targeted formal and informal training and mentorship to NIEC staff on topics related to the design and delivery of a full range of election-related activities such as civic and voter outreach, voter registration support, knowledge management, operational planning and budgeting, election procedures and training, dispute mechanism, results management, and similar;
  • Recommend and help bring on board relevant national and international experts required on a short-term basis;
  • Help identify priorities from the draft Electoral Law for consultation and regulations development; advise on finalizing a voter education plan that identifies civic education issues for close coordination among NIEC and other actors (international implementers, civil society and individual actors, required consultations, etc.); and
  • Support the NIEC in the coordination of capacity development and support activities of both BUILD, IESG-UNDP and other implementers as necessary.

Required Skills & Qualifications:

  • Minimum eight (8) years of direct experience in administering or advising on election management components;
  • At least five (5) out of these must be in positions in a field-based program focused on supporting Electoral Management Bodies to deliver free and fair elections;
  • Must have experience managing grants programs and coordinating with domestic civil society groups and individual civic actors;
  • Must have demonstrated track record of building collaborative relationships in complex development environments;
  • Must have excellent communication and reporting skills; and
  • Must have technical leadership skills and expertise in election management and administration.

Desired Skills & Qualifications:

  • Relevant field experience in East Africa, Somalia, or similar context strongly preferred; and
  • Familiarity with political processes taking place in Islamic law countries.
