ORGANIZATIONAL BACKGROUND

PROJECT SUMMARY

Sanaag and Sool Regions have been facing both acute and chronic water shortages for many years. The prolonged droughts experienced in 2016/2017 have seriously affected the local communities and the water facilities too. This Project intervention has been planned to address the existing critical Water, Sanitation and Hygiene gaps in these regions where the majority of the population are vulnerable pastoralist, agro-pastoralist and Internally Displaced People (IDPs).

Adeso proposes to drill and equip strategic boreholes in 2 main center locations (Badhan and Qawlo) of Badhan and Taleeh District of Sool and Sanaag Region, with adequate water distribution system. Adeso proposes to guarantee access to safe and clean water and sanitation facilities as well as to promote good hygiene practices in an effort to improve the health status of in the target areas.

Sustainable Access to Clean Water, Hygiene and Sanitation to Drought Affected Communities Project is a 10- month project sponsored by SHF, to be implemented in Badhan and Qawlo/Taleeh Districts of Sool and Sanaag Region. The project aims to reduce the negative effects of drought on pastoral lives and livelihoods are reduced through the timely delivery of water for human and animal consumption and Sustain livelihoods through provision of water for both people and livestock.

BACKGROUND FOR CONSULTANCY

Adeso is seeking a qualified individual or firm to undertake an Environmental Impact Assessment for the Sustainable Access to Clean Water, Hygiene and Sanitation to Drought Affected Communities Project being implemented in Badhan and Qawlo/Taleeh districts in Sool and Sanaag Regions. An Environmental Impact Assessment (EIA) will help document the potential effects of the Project and recommend measures to manage (maximize positive and minimize negative effects) and monitor those effects. This consultancy work will play a crucial role in providing a reliable, permanent source of fresh, safe water for household among pastoralists in Badhan and Qawlo/Taleeh Districts of Sool and Sanaag Regions.

OBJECTIVES OF THE ASSIGNMENT

The purpose of the Environmental Impact Assessment is to identify and analyze the potential environmental impacts of proposed borehole drilling and piping activities.

The EIA to be prepared for the safe water project will;

· Identify and analyze environmental impacts in all Project phases from before the drilling to after hand over to the community.

· Develop measures to address and mitigate adverse environmental impacts,

· Preserve environmental values, and help to realize sustainable development opportunities

In accordance with the EIA guidelines the following areas will be covered in the EIA:

· An extended, non-technical summary.

· An introduction which describes the borehole drilling project, its background and objectives.

· A description of the water drilling project with all phases from hydrological survey to hand over and beyond.

· An assessment of environmental impacts of the project with an evaluation of alternatives compared to the preferred option.

· An Environmental Management Plan (EMP) which describes how the identified impacts are dealt with.

· An Environmental Monitoring Plan with a description of e.g. species, stations and parameters to be monitored

· Public consultations.

· Conclusions.

· References used in the EIA process and glossary of terms and abbreviations.

The EIA will cover only the Sustainable Access to clean Water, Hygiene and Sanitation to Drought Affected Communities Project intervention regions that might be affected by the project. If the Project includes use of areas outside the borehole drilling area for e.g. roads, airstrips, grazing lands and farms; effects of these will also be covered.

DELIVERABLES

· Initial work plan and proposal for study (including study methodology and process of data collection with clear timeline, budget), to be presented.

· Final work plans and data collection tools for approval prior to fieldwork.

· Presentation on the main findings of the draft assessment report for final consensus building to the field team in Sanaag and Programs Development and Quality Team in Nairobi for comments;

· Final Assessment Report

METHODOLOGY AND PROCESS

· Literature Review: Review of existing data, topographical maps, satellite images, existing studies and borehole site investigations in the area, geological reports and maps (if available), borehole and surface water records, etc.

The desk review should also establish existing micro financial mechanism available for WASH service delivery; this should include both ongoing practice and what microfinance institutions are rolling out in the market.

· Environmental assessment and modeling to identify social economic opportunities that exist in the identified project locations and how they can be applied.

· Establish existing boundaries and targeted population to be positively by the project.

· Establish challenges in water resource management that the available structures present in governance of the borehole to be drilled and possible recommendations on how to mitigate the challenges.

· Identify proven and tested best practices and approaches that can be replicated in the project implementation.

· Compilation, analysis, and evaluation of the gathered data and information.

· Site recommendations.

· Presentation of the final report to the project teams in Adeso.

Environmental and Social Issues

The following are the major impacts during construction and operational phases of the project:

· Abstraction conflicts.

· Destabilization of the ecosystem (flora and fauna).

· Increased water borne diseases near the reservoirs e.g. Malaria.

· Noise and air pollution.

· Displacement of people in case the identified drilling point is close to a constructed area or future infrastructural works e.g. pipeline will pass through settlements.

· Social cultural concerns in relation to the proposed development e.g. conflict and religious beliefs associated to water access.

The Proposed Solution

The proposed borehole drilling will take place in Badhan and Qawlo-Taleeh of Sanaag and Sool Regions. The boreholes will have a capacity to supply water to 24,000 people.

Determination of Potential Significant Impacts

· Negative impacts:

· Abstraction conflicts.

· Contamination of groundwater by drilling fluid.

· Destruction of forests and erosion.

· Noise pollution.

Positive Impacts:

· Economy.

· Employment.

· Increased drinking water supplies.

· Improved sanitation and health.

· Establishment of trading center around water point.

· Reduced incidences of water borne diseases such as cholera, diarrhea and typhoid

APPLICATION REQUIREMENTS:

Adeso seeks to invite qualified consultants/firms who meet the following requirements to submit their detailed narrative and financial proposal on how to undertake the assignment.

  1. Should be a firm/individual consultants with office/operational establishments within Somalia or able to access the area of operation.

  2. Technical proposal on how the assignment will be conducted including methodologies, data analyses and interpretation, reports and schedules.

  3. Proven technical and field experience of Lead/proposed Consultant with Bachelor’s Degree in Environmental Planning and Management, Environmental Health, Water Engineering, Environmental and Bio-Systems Engineering, Water Engineering and or related field and having good experience of working in this sector.

  4. Must have performed at least 3 similar assignments in rural contexts in the last 5 years.

  5. Proof of availability of all the equipment, personnel and ability to mobilize them on short notice (Include list of equipment, Brand/Manufacturer, CVs of the personnel) to perform the survey.

  6. Submit a detailed financial proposal including all professional fees, travel, accommodation and transport, reporting costs and subsistence costs. Please note all costs must be broken down into details (no lump sums, no contingencies etc.).

  7. Consultants who do not meet the above requirement will not be evaluated further. You are therefore asked to submit your best proposal with relevant documents.

  8. The consultant/firm will be responsible for their own security; insurance while in the field and Adeso will not be responsible for any injuries or damages incurred during the assignment. The costs submitted must be inclusive of all anticipated expenses.

EVALUATION CRITERIA:

· At least 3 past performed works similar to solicited work with proof of reference or completion letters/contract/ for each consultancy

· Technical responsiveness of submitted proposal detailing understanding of related assignment

· Overall responsiveness on the ToR methodology and analysis

· Cost effectiveness/reasonableness and Budget

· Work plan

In consideration of the fees paid, the Consultant expressly assigns to Adeso any copyright arising from the works the consultant produces while executing this contract. All images (whether used for online or print purposes) must however bear the consultant’s photo credit, as specified by international intellectual property rights. The consultant may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from Adeso.

All Evaluators and evaluation processes must abide by Adeso’s HR Code of Conduct and Adeso’s Child Protection Policy.
