Title: Integrated NORAD Framework Programme Officer

Role Purpose:
The Programme Officer will assist the Deputy Programme Manager in ensuring the effective implementation of the NORAD Framework Programme activities as required and/or designated by the Programme Manager in Puntland. This will be achieved through implementation and monitoring of Education, Disaster Risk Reduction and Child Protection activities at school and community levels and child right governance. The Programme Officer shall also support partners in the implementation of programme activities within the designated area(s).

Contract Duration: 11 month

Location: Garowe

Qualifications and Experience
* At least a degree in Education, Law, Social Sciences or Community Development or related field from a recognized university is a minimum requirement for this position.
* Minimum of 3 years’ experience working with international I/NGO’s, UN or government agencies and one year in collaborating with national and sub national government ministries
* Hardworking, flexible, adaptable, able to improvise and work in a challenging and potentially stressful environment
* Practical experience in at least two of the following: primary education, education in emergencies, policy work, legislation, WASH, child rights programming and child protection.
* Able to contribute to development of concept notes, programme reports and proposals.
* Knowledge of project cycle management, monitoring, community mobilization and stakeholders participation in programming
* Good interpersonal skills with the ability to communicate clearly and effectively at all levels including with children.
* Due diligence in resource management, filing and retrieval
* Sensitive to issues affecting children and committed to Save the Children’s Child Protection policy.
