JOB DESCRIPTION
PURPOSE OF POSITION:
The position holder will lead the implementation of the World Vision (WV) Tuberculosis (TB) program at the field level. He/she will drive the expansion of World Vision TB program. He or she will spearhead the establishment of 21 fully functional new TB facilities, and rehabilitation of 12 existing TB facilities. The person will coordinate both internal and external stakeholders to identify sites and implementing partners; mobilize construction; establish diagnostic and treatment protocols; and kick-start drugs provision. The position will also oversee successful implementation of TB grant activities in all TB management units. He or she will undertake regular monitoring of TB partners, pro-actively identifying challenges and proposing solutions to ensure on-time, on-target implementation. He or she will promote integrated programming, working with sub-recipients to create linkages with other health program (GAVI, JHNP) and the WV Food Assistance program. Moreover,
The position-holder will promote integrated health programming, identifying integration opportunities, capturing integration successes, developing concepts notes and supporting operational research for programming and marketing purposes.

KEY RESPONSIBILITIES:
Spearhead Global Fund TB Program Expansion:
Engage government officials in the identification of TB facility sites.
Coordinate World Vision assessment process in support of site identification.
Coordinate World Vision vetting process to expand implementing partners’ scope in support of program expansion.
Coordinate program and budget revision in support of sub-recipient expansion.
Spearhead construction process, ensuring assessment, design, appropriate budget allocation, quality control mechanism in support of on-time, on-target, quality implementation.
Lead the establishment of management and monitoring systems to support diagnosis and treatment of TB in new sites.
Coordinate the deployment of drugs and supplies to new and existing facilities to promote diagnosis and treatment of TB.
Supervision and Monitoring of Implementing Partners:
Conduct regular and ad-hoc site visits to TB facilities, working constructively with sub-recipients and government to identify challenges and co-create action plans to speed implementation and support quality health outcomes.
Supervise and mentor facility-level sub-recipients partners in the proper implementation of TB/PAL diagnosis and treatment protocols.
Identify capacity gaps and mobilize training to improve the operational and organizational capacity of sub-recipient partners.
Promote government ownership of oversight roles, coordinating their active participation in the supervision of TB facilities.
Conduct periodic site visits and onsite data verification and data quality audits, providing reports to DM&E function to target improvements in data quality.
Conduct project outputs and variance analysis for sub-recipient partners, providing regular updates to leadership concerning implementation rate of project.
Promote Integrated Health Service Delivery:
In close collaboration with Food Assistance team monitor and mentor sub-recipients in the implementation of food for TB programming, promoting high quality, accountable storage, usage and tracking of commodities.
Provide technical and logistical support to operational research.
Develop and monitor sub-recipient integration plans to promote linkages with other health program (JHNP, GAVI, HIV).
Resource Acquisition, Representation and Networking:
Point person for government engagement for the identification of TB facilities and expansion of sub-recipient partners.
Participate in relevant field-level coordination forums and information-sharing mechanisms (health cluster, specific working groups, 4-W reporting) in support of donor positioning.
Attend and contribute in program coordination and network meetings at local, regional and international levels.
Periodically draft stories of “integration success” in support fund-raising and marketing efforts.
In close collaboration PDU, scope opportunities for integration within network of existing and future TB sub-recipients to pre-position for future fund-raising efforts.
Contribute in program gap analysis, writing of concept papers to promote integration and program expansion.
KNOWLEDGE, SKILLS & ABILITIES:
University degree in Public Health, or related disciplines.
Those with university degree in Social sciences and certificate or Diploma in Public health will also be considered.
At least 3-5 years project management experience with extensive government engagement experience.
Knowledge and experience in TB and HIV / AIDS programming.
Diploma/Certification in project management and will be an added advantage.
Must be a committed Christian, able to stand above denominational diversities.
Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills.
Attend and participate/lead in daily devotions and weekly Chapel services.
Must adhere to set security standards.
Ensure a gender perspective in the scope of work.

Working Environment / Conditions:
Work environment: Office-based with frequent travel to the field.
Travel: No Domestic/international travel is required.
