Consultancy for a Somalia security advisor (on need basis)
Background on ACTED
ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Our 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.
Our teams in the field implement some 340 projects in 34 countries covering the following sectors emergency relief, food security, access to health, education and training, economic development, microfinance, advocacy, institutional support, and regional dialogue, cultural promotion.
Based on considerable experience addressing the needs and situations of vulnerable communities, ACTED contributes to the international agenda towards reaching the Millennium Development Goals, through a wide range of partnerships, innovative initiatives, and campaigns.

ACTED's presence in South-Central Somalia is long-standing and consistent, particularly in the regions of the proposed intervention in this project. ACTED has been undertaking effective programs focused on food security, WASH and livelihoods in both rural and urban areas of South Central Somalia since 2009, with emergency response programs, most notably offering vital humanitarian assistance during the 2011 drought and is now moving towards resilience building. Activities were initially concentrated in agro-pastoral and riverine areas, providing emergency food aid, cash, livelihoods and WASH support to vulnerable populations in Sakow (Middle Juba) and Dinsor (Bay). In 2013, ACTED adapted programming to support urban communities including IDPs, host and minority groups to enhance food security, strengthen livelihoods and improve access to water, sanitation and hygiene in Baidoa, Elwak, and Kismayo. ACTED is a global member of the Cash Learning partnership (CaLP), a leader in delivering cash based interventions and an active member in cash based response learning and evaluation forums (Cash Based Response Working Group, Cash Voucher Monitoring and Evaluation group, the Cash Learning Partnership). ACTED has delivered cash-based programming, providing conditional and unconditional transfers to rural and urban populations. In Elwak, Baardheere, and Kismayo and Baidoa, ACTED is a lead organization in delivering Food Security and WASH programming and is a member of the WASH and Food Security clusters.
Consultancy objectives
The consultancy is aimed to support ACTEDSomalia mission in resolving security incidents, advising and assessing the security components mainstreamed into program activities.
Tasks/Work assignment:
Upon the request of ACTED’s Senior Management and on a need basis, the consultant will carry out the following tasks:
· Support the security assessment for new programs.
· Support liaison with and representation to Somalia authorities at federal and regional level at project development, establishment and implementation stages, either from Nairobi or via visits in Somalia.
· Provide security advices mainstreamed in programmatic operations on food security, livelihood, WASH.
· Provide advice on contextual aspects of day to day operations including political and access issues, ensuring these elements are taken into consideration, in both the design and implementation of the project.
· Any other duties related to the sector.
Deliverables
- Consultancy report per task/request (various tasks/requests can be gathered in one report if considered as too small): a one to two-page report using a standardised template, outlining: participant learning outcomes; recommendations for further support to partners; lessons learnt; and final observations and comments (completed at the end of the training)
Duration
The consultancy will not be a defined number of days, over the period of 1 year.
Specific conditions
Accommodation, transportation, and perdiem (as per ACTED standards) for field visits (not Nairobi) will be provided by ACTED (shall not be included in the financial offer).
ACTED security guidelines will have to be strictly followed up during the field visits in Somalia.
The consultant will not be under ACTED civil liability insurance; therefore he/she are advised to contract their own. A copy of the insurances shall be submitted along with their offer.
Qualifications
· Minimum of 15 years’ experience working in Somalia in NGO or UN organisation
· Somali mother tongue
· Excellent programmatic skills in food security, livelihood, WASH and resilience
· Extensive operational experience at management level
· Excellent network
· Ability to travel to ACTED operational areas in Bay, Gedo and Lower Juba regions
· Familiarity with donor requirements and procedures

Thesetting up of a one year framework agreement, up to 120 days work per year (on need basis)(please refer to the detailed terms of reference attached)
