Background and General Information
Oxfam is implementing a three year project on public and private sector institutional capacity building and strengthening (PPICBS) in Somaliland and Puntland funded by the European Union.The Overall objective is to ensure the Artisanal Fisheries population in Somaliland and Puntland have enhanced livelihoods, food security and nutrition over 3 years through improved and effective public and private sector management of the fishery. The purpose of the project is to strengthen the capacity of the Ministry of Fisheries and Marine Resources and the private sector to maximize and manage marine resources.
Purpose of the Assignment
The purpose of the assignment is to assist the Ministry of Fisheries and Marine Resources and the private sector to improve the value of fish and fish-related businesses for the socio-economic benefits of the fisher folk and the wider community.
Specific Objectives of the consultancy
To assist Ministries of Fisheries & Marine Resources (MFMR) in the identification of technically and financially viable fisheries business options
To identify opportunities to promote production and marketing of value added fish and fishery products nationally and regionally.
Assist Ministries of Fisheries & Marine Resources to plan and deliver training to artisanal fishers on how to establish, sustain and continually improve fisheries related businesses;
Identify and strengthen market linkages within the fish supply chain and promote beneficial partnerships in the marketing of fish.
Deliverables

Conduct a comprehensive Market Study for fish value chain in Somaliland and produce a validated report.
Develop a Marketing Strategy for the ministry of fisheries in Somaliland for local, regional and international markets
Develop training modules for training of fish processors on the design, development and marketing of value added fishery products.
Linking the ministry of fisheries with the fish stakeholders and assist in development of a mutually beneficial partnerships agreement in the marketing of fish based on the research findings.
Qualification and Experience
The successful candidate should have:
A Masters’ Degree in fisheries economics, business administration, marketing, rural development or any related field. Applicants with a first degree in the relevant field but with Post-graduate training will be considered.
Relevant working experience (minimum of 5 years) in jobs of similar nature, including value chain development, business oriented approach for economic development, development of business plans for financing and working with the private sector to build and sustain mutually beneficial market linkages. Specific experience in the fisheries sector will be an added advantage
Proven training and coordination skills, with the capacity to coordinate teams operating in remote locations.
Excellent communication, presentation and negotiation skills.
Willingness to travel to project sites in remote rural areas
Work experience in Somalia and ability to speak Somali will be an added advantage
Additional Information:
Duty station: The specialist will cover Somaliland and be attached to the Ministries of Fisheries offices with frequent travel to specific sites within the project area.
Contract management
The Oxfam ACD will provide broad oversight to the consultancy while the Project Manager is responsible for the project will manage the contract and coordinate the assignment and is the immediate contact point for the consultant.
Remuneration
To be discussed with the prospective consultant.
- The Monthly rate will be discussed and negotiated with the consultant based on the project budget
- Oxfam will facilitate accommodation and transport for field visits.
3 - Payment is subject to taxation as per the laws of the country which will be addressed on the contract
- Payment will be done on monthly basis based on attainments of deliverables as stipulated in the contract.
