Somalia: Senior Gender Policy Advisor

BACKGROUND:

In support of the Ministry’s efforts to promote women empowerment and gender equality, the Ministry wishes to recruit a Gender Policy Advisor with the specific role to support the MOIFAto develop an internal gender mainstreaming policy and play a leading role in coordinating and raising awareness on gender and issues pertaining to women’s participation and representation in public and political sphere.

The objective of the post is to provide high-level advisory support to the Stabilization Unit, the State Formation Unit, the Core Functions Directorate and the Electoral Support department in support of state/district formation and election processes.

Duties and Responsibilities

  • Ensure an inclusive and consultative process with key stakeholders at the federal, regional and district level in the development and implementation of an Internal Gender Mainstreaming Policy and Action Plan with the purpose to ensure that the final document has wide ownership
  • Provide extensive gender policy analysis, assistance and guidance in particular to stabilisation/local governance, the state formation and electoral processes in the Stabilisation Unit, State Formation unit, the Core Functions Directorate and Electoral support department and other relevant policy forums as to ensure gender equality and women empowerment across Key state formation and electoral processes at the state and district levels and ensure this is reflected in all development support to Somalia
  • Stay abreast of key relevant policy and action plan documents from other relevant countries and be guided by analysis and good practices form other relevant countries in the region.
  • Keep senior management of MOIFA informed and agree on the course of action for promoting the portfolio, and support the MOIFA in engaging in dialogue and discussions with various stakeholders including development partners,clan elders, women’s groups, etc.
  • Support the senior management of MOIFA in the implementation of the Internal Gender Mainstreaming Policy and Action Plan

QUALIFICATIONS AND COMPETENCIES

  • A Master’s Degree in political science, development studies, public policy, gender studies or related field from a respected institution.
  • At least seven (7) years of professional experience on social inclusion, political participation, and gender policy issues, and experience in coordination and networking at a high level.
  • Demonstrated ability to operate in a complex environment and to be able to deliver through translating ideas and visions into practice.
  • Excellent report writing, drafting and presentation skills, and ability to collate information cogently and concisely;
  • Willingness to travel to other locations such inside the country and potentially to other regions;
  • A solid understanding of gender issues in Somalia.
  • Experience in training skills for local authorities and delivery of services to communities would be an advantage.
  • Experience in dealing with partners at all levels including government officials, civil society organizations and other national counterparts.
  • Advocacy, communication and networking skills;
  • Competence in the use of standard software application (Office, Mac OS, etc.);
  • Ability to communicate and write effectively in both Somali and English is required
  • Perform other related duties as required.
