- Introduction:
The Department for International Development (DFID) Somalia is supporting a five year Somalia Health and Nutrition Programme (SHINE) focusing on the supply of EPHS through an embedded approach. This will focus at regional/district and health facility levels to improve quality and government oversight of the package of essential services (RMNCH and Nutrition). It is envisioned that the Embedded EPHS programme delivered by the Health Consortium for the Somali People (HCS) will develop, test and refine an embedded approach over time. It will both improve the quality and coverage of EPHS delivery, combined with strengthened local governance of health services. This new approach will require close alignment to the changes in Somali state formation, particularly the evolving decentralised functions to lower levels of government, at regional and district levels. It will entail strong integration into local planning and decision making arrangements, including enhanced budget transparency and increased local co-funding, explore opportunities for private health providers promoting local ownership and sustainability. Improved capacity and involvement of community and linkages with district planning bodies is also envisioned with a focus on strengthening accountability and responsiveness, leading to increased demand for good governance of health services.
- Purpose of the Consultancy:
In order to develop a plan on phased transfer of responsibility to local authorities the HCS will hire a local governance partner to conduct an assessment to determine the current status of decentralization of EPHS and governance structures in order to determine entry points for synergies and linkages.
The purpose of this consultancy is to provide technical support to the HCS to select the local governance partner who will conduct the assessment informing the roll out of future decentralized EPHS service delivery and management functions.
- Scope of work
The scope of work for the consultant is described below:
- Review Terms of Reference for local governance inception phase assessment and provide technical feedback
- Develop criteria for evaluating local governance assessment proposals and bids
- Conduct pre-qualification exercise to shortlist proposals for Technical Review Committee
- Provide technical input in evaluating local governance proposals
- Coordinate with Technical Review Committee to conduct proposal evaluations
- Provide consolidated analysis of evaluated proposals and feedback to the Technical Review Committee
- Coordinate and conduct feedback sessions with shortlisted applicants
- Document process for selection of local governance partner
- Provide minutes from Technical Review Committee meeting proceedings
Deliverables:
The consultant will provide the following deliverables:
- Documented feedback on Terms of Reference for local governance assessment
- Pre-qualification and technical evaluation criteria/ matrix and checklists
- Technical evaluation analysis report
- Report on the selection process for local governance partner
- Minutes from Technical Review Committee proceedings
Timing This task will take approximately 20 working days in total. The consultancy will take place over a 2.5 month period during April-June 2016.
Profile of the Consultant: We are looking for a consultant with the following skills/experience:
- At least 10 years experience/ practical knowledge of working on local governance and health in a conflict setting/ fragile states
- Experience in local governance program/project planning, implementation monitoring and evaluation in the East African region or other conflict/ post conflict environments
- Understanding of the basics of EPHS health interventions
- Excellent report writing skills
