Centre for Education and Development (CED), Somalia is a non-governmental humanitarian and development organization working in Somalia. CED responds to emergency and development needs in Somalia and assists Somali communities towards self-reliance. CED works with poor local communities through sustainable community development programs to overcome ignorance, hunger, injustice and inequality

CED is seeking a dynamic, innovative and self-motivated professional to fill the position of Program Development Manager.

Position Summary

The Program Development Manager will be responsible for coordinating the different programs and ensuring program quality and sustainability. The position holder will identify funding opportunities and will write concept notes and proposals for programs to donors. Primary responsibilities also include designing and writing high quality concept notes, proposals, reports, attending donor meetings and undertaking needs assessments, monitoring/evaluation, implementation of different programs, and the management and development of staff and resources under the program.

The position holder will serve as member of the Senior Management Team of CED. He/She will build the capacity of CED staff to ensure the program's quality. The PDM will be based in Mogadishu, Somalia (60%) and Nairobi Kenya(40%) and will report to Country Director.

Key Responsibilities include but not limited to the following.

1) Develops organizations strategic and annual plans.

2) Coordination and providing programmatic leadership to ensure quality implementation of project activities.

3) Advises CED on program development and management.

4) Prepare and design high quality concept papers, project proposals and identify sources of funding for new programs.

5) Focal point person for CED in report writing, proposal development, M&E, baseline surveys, communication, fundraising, and documentation of programs.

6) Producing communication articles for publication on CED's newsletter and website and to potential donors.

7) Preparation of progress reports (Monthly, Interim, Quarterly, Annual, Final reports) to donors.

8) Representing CED in donor and external coordination meetings

9) Preparation of budgeted work plans and submission of timely funds requests in collaboration with the Finance Manager and coordination with the Executive Director.

10) Designing a Project Monitoring and Evaluation Framework for monitoring project implementation and measuring of program effectiveness.

11) Monitoring program implementation progress to ensure that the program is meeting donor requirements.

12) Prepares TOR and contracts for the Program consultants and partners.

13) Coordinates baseline studies and assessments.

14) Monitoring funding opportunities and flagging it to the program team.

15) Assist CED in advocacy, lobbying, policy and campaigns, project funding, fund-raising and donor compliance.

16) Disseminate information to CED senior management on funding opportunities and donor compliance.

17) Work with the Communications and Media officer to ensure production of wide range of information such as reports, newsletters, website, publications, leaflets, DVDs, videos reports etc in order to help CED to carry out effective fund raising and advocacy activities.

18) Participate as appropriate in the representation of CED in varies forms such as national and international conferences, partner and donor agency meetings, etc.

19) Make presentations to select potential major donors and establish and maintain excellent relations with key donors.

20) In liaison with the Finance Manager ensuring that project expenditure remains within budgetary line and donor contractual agreements.

21) Assisting the Human Resource Manager in recruiting key project staff

22) Conducts performance appraisals and discusses career perspectives with program team.

23) Capacity building of staff and local partners and communities.

24) Develops Training manuals on different programs

25) Evaluates effectiveness and quality of projects activities with program team.

26) Ensure that the knowledge, experience and lessons learned on the projects implementations are documented, validated and disseminated to the donors and communities through communication, workshops and meetings.

27) Perform any other tasks assigned to him/her by supervisor

Qualifications and Experience

  1. Masters degree in international development, humanitarian affairs, development studies, international relations, social science or other relevant area. Those with Bachelor degree and more than 5 years experience might be considered in lieu of the advanced degree.

  2. Minimum of 5 years humanitarian aid, recovery and development experience with experience in proposal writing under strict deadlines.

  3. Comprehensive knowledge and working experience with key Donors (EU,ECHO, USAID, DFID and other donors).

  4. Understanding of relevant humanitarian and development policy issues.

  5. Strategic management and direction of large scale projects including implementation, management, monitoring & evaluation, risk assessment & mitigation and contract compliance.

  6. Strong experience in program development, management and fundraising.

  7. Knowledge of monitoring and evaluation methodologies.

  8. Appropriate sector specific skills (Agriculture, Livelihood, WASH, Education, Nutrition, Shelter/Protection).

  9. Strong skills in writing proposals, concept notes, narrative and financial reports, and development of program frameworks.

  10. Good communication skills and ability to prioritize tasks.

Language Skills

Excellent written and spoken English

Contract period: one year, with possibility of renewal
