Background
RET International is seeking to fill the following positions in anticipation of a five-year USAID-funded post-primary education and empowerment project for in and out-of-school adolescents and youth in Somalia. The new project aims at improving enrolment and learning outcomes in secondary schools as well as increase access to post primary education. The project will also improve liaison with Ministry of Education and other local stakeholders in training and improving education and shall support access to opportunities for youth to contribute productively to society.

Position Summary
The Finance Officer will report to the Chief of Party with monthly reporting to the RET Regional and HQ offices. S/he will ensure compliance with the RET International’s Field Finance policies and procedures as well as USAID finance compliance requirements. S/he will be responsible for all maintaining all books of accounts, all reconciliations, ensuring availability of all support documents, financial reporting as well as coordinating with the Internal and External reviewers.
The position holder will also be responsible for ensuring that all local finance statutory requirements are complied with including remittances of statutory deductions and reporting to government agencies. Working closely with other position holders, s/he will be instrumental in ensuring that budgets are properly developed, adequately monitor budget implementation to rapidly identify variances and recommend corrective actions and ensure that all expenditure are in compliance with the budget stipulations.
The position holder will work closely with Procurement Manager and the Human Resource and Administration Manager to ensure seamless coordination of the all departments for smooth implementation of the project.
The candidate must demonstrate ability to head a finance office in a challenging environment, make suggestions to improve/adapt policies to suit the local conditions and inspire others in adhering to high accountability in all operations.
Suitable candidates must have at least a Bachelor degree in Accounting, Finance, business Administration, Economics, or other related fields. A Professional qualification in CPA, ACCA, ACA is a requirement with at least 5 years’ experience working in a similar position preferably in a donor funded organisation. Knowledge of USAID fund management is desirable. Previous work experience in Somalia is an added advantage.
S/he must have English language proficiency both spoken and written. Somali language proficiency desirable.
