Background
RET International is seeking to fill the following positions in anticipation of a five-year USAID-funded post-primary education and empowerment project for in and out-of-school adolescents and youth in Somalia. The new project aims at improving enrolment and learning outcomes in secondary schools as well as increase access to post primary education. The project will also improve liaison with Ministry of Education and other local stakeholders in training and improving education and shall support access to opportunities for youth to contribute productively to society.
RET International (www.theRET.org), headquartered in Geneva, with offices around the world, was founded in December 2000 by Ms. Sadako Ogata, then United Nations High Commissioner for Refugees, in response to a crying but barely addressed need for greater access to and quality of post-primary education for refugees, returnees and the internally displaced. Summary of Position
The Monitoring and Evaluation Officer reports to the Chief of Party and will contribute to establishing programme assessments, evaluations and use of evidence-based decision making and resource utilization.
Lead in development and implementation of an effective M&E system for RET's programme in Somalia according to project log frames which includes the timely development of relevant M&E tools allowing RET to effectively monitor programme progress which shall include ensuring quality control of the M&E outputs
To advise the programme management on the basis of accurate and timely information generated by the M&E system on project implementation and the achievement of results and issues, contributing to improved decision making and day to day management
In coordination with the Chief of Party, develop annual, quarterly and monthly work plans of RET project activities in accordance with project log frames, being responsible for monitoring their progress and suggesting solution strategies in case projects are not on track. S/he will lead in data collection, data analysis as well as in report writing and in providing quality technical input in donor reports.
To keep the programme data base up-dated with information regarding results obtained, specifically on input, outputs, outcomes and impact as they affect the target group, paying special interest to gender, diversity and age-related information in all components
Coordinate with the HQ based Regional M&E Officer in activities related to knowledge generation and management of RET Somalia programme through the effective implementation and maintenance of databases, the identification of successful innovations, documentation and dissemination of best practices and lessons learned.
Contribute to and collaborate with RET Regional and HQ technical staff in the development of innovative and relevant educational, livelihood responses to the specific needs of the beneficiary adolescents and youth in the framework of RET's policies and guidelines.
The Monitoring & Evaluation Officer will be required to have a university degree in education, development studies, sociology and statistics or in related field of study and should have experience in training of trainers
S/he will be required to demonstrate ability to manage processes, possess organisational skills including the ability to strategically prioritise and meet deadlines as well ability to work flexibly and under difficult circumstances.
The M&E Officer will be required to have strong writing skills necessary for producing reports and other related project documents within given timelines and of requisite quality. S/he should have excellent verbal and writing skills in English and knowledge of Somali language will be an asset.
